A Theoretical Investigation to Family welfare

The purpose of this study is to discuss the concept of family welfare and to suggest a theoretical framework to understand it such as definition, goal, object, method, and subject. There have been a few articles about family welfare since the 1980's in Korea, but it isn't enough to understand the concept of family welfare comprehensively. Therefore, this study starts with a question of “what is family welfare”. There are some questions in this study as follows; 1) Is family the object of welfare? Does social welfare have acharacteristic(view) of anti-family? 2) What is the definition of family welfare? 3) Who is the object of family welfare? 4) What is the method of family welfare? 5) Who is the subject of family welfare? This study shows that family welfare is the effort for well-being of “a whole family”. The effort includes a policy, an administration, a law and a special service for family by the State(public welfare) and the enterprise or individuals(private welfare). This study also deals with some issues in relation to family welfare such as commercialism of family welfare service, the power of the social workers(professionals, bureaucrats) and the future of family welfare (especially family welfare after reunification in Korea). These are also connected with the concept of family welfare.
