Legal Review of Measures to Revitalize Social Enterprises: Focusing on the Gwangju Metropolitan City Area

Social enterprises are government-supported projects promoted to overcome problems of unemployment and polarization despite rapid economic growth. Social enterprises in the UK began to develop around private volunteerism and small-scale communities based on philanthropy in the 17th century (Lee Cheol-seon et al., 2022: 134). Recently, there has been a push to strengthen ESG (Environmental, Social and Governance) management in Korea as well. Interest in and investment in social enterprises is increasing in accordance with the policy of corporate social responsibility and CSR (Corporate Social Responsibility). Of course, domestic social enterprises are still maintained under the leadership of the government, and are very inadequate compared to developed countries. However, recently, awareness of social enterprises has been gradually spreading among the public, and local governments and private companies have also begun to show interest in investment. For the country's sustainable balanced development, income polarization must be urgently resolved, and a social economic ecosystem for the local community must be established to pursue qualitative growth. In particular, in the Gwangju area, social enterprises are not active due to decreased government support and lack of awareness among citizens. Therefore, we would like to look at the size and status of social enterprises in the Gwangju area and seek solutions that can help the local community continue to develop through measures to revitalize social enterprises
