특수형태근로종사자의 안전보건교육실태와 개선방안에 관한 연구

A study on the status of safety and health education for special types of workers and improvement measures

정부에서는 특수형태근로종사자들을 보호하기 위해 산업안전보건법 시행령 개정 등을 통해 안전보건교육을 실시하도록 하고 있으나, 특수형태근로종사자 노무 제공형태의 다양성, 쉬운 이직 등 직종 특성과 함께 교육인프라 부족 등으로 인해 실제 교육의 효과가 미비한 실정이다. 이에 본 연구에서는 특수형태근로종사자 보호를 위한 안전보건교육 활성화 방안에 대한 기초연구로써 실태조사를 기반으로 개선사항을 도출하였다. 이를 위해 각 직종에 종사하는 종사자 300명을 대상으로 안전보건교육 이수에 관한 설문조사를 수행하고 빈도분석을 통해 현행 제도의 문제점 도출 및 개선사항을 도출하였다. 조사결과, 특수형태근로종사자의 직종 특성에 따른 안전보건교육 실효성 저하요인으로써 교육의 과도한 중복교육 이수와 한정적 교육의 공급을 도출하였다. 이에 중복이수 문제를 개선하기 위한 방안으로 타 법령과의 교육 이수 교차인정 방안과 교육이수인증제도를 제시하였으며 교육의 한정적 공급에 따른 문제를 개선하기 위한 방안으로 민간교육기관의 등록요건 일부 완화를 통한 교육의 다양화 및 질 개선방안을 제시하였다. 본 연구의 결과는 종사자의 의견이 주가 됨에 따라 교육적 방안에 대한 실효성 검증이 추가적으로 이루어져야 할 것으로 판단된다. 추후 안전보건교육전문가 중심의 제도분석 및 개선연구를 통해 결과를 보완한다면 보다 구체적이고 실효성이 높은 안전보건교육제도를 통해 특수형태근로종사자 보호에 기여할 수 있을 것으로 생각된다.

In order to protect special types of workers, the government is requiring safety and health education for special types of workers by revising the Enforcement Decree of the Industrial Safety And Health Act. But the actual effect of education is insufficient due to the lack of educational infrastructure and the characteristics of the occupation such as the diversity of labor provision for special types of workers and easy job change. This study is a basic study on measures to revitalize safety and health education to protect special types of workers, and improvements were derived based on a fact-finding survey. A survey was conducted on the status and awareness of safety and health education completion for 300 workers in each occupations and problems with the current system and areas for improvement were identified through frequency analysis. The survey results were subjected to frequency analysis to identify problems and areas for improvement in the current system. As a result of the survey, excessive completion of overlapping training and limited supply of training were identified as factors that reduce the effectiveness of safety and health education according to the occupational characteristics of special types of workers. Accordingly, as a way to improve the problem of overlapping completions a cross-recognition plan for training completion with other laws and a training completion certification system were proposed. In addition, as a way to improve the problems caused by the limited supply of education, a plan to diversify education and improve quality by easing some of the registration requirements for private educational institutions was presented. As the results of this study focus on the opinions of workers, it is judged that additional verification of the effectiveness of educational measures should be conducted. If the results are supplemented through future system analysis and improvement research centered on safety and health education experts, it is believed that it will be possible to contribute to the protection of special types of workers through a more specific and effective safety and health education system.
