STEEP이론으로 분석한 STEM분야 여성인력 확대 필요성에 관한 연구

A study on the need to expand female workforce in the STEM field analyzed by STEEP theory

본 연구는 미래 대한민국이 초강대국으로 도약하기 위해 STEM(Science, Technology, Engineering, and Mathematics) 분야에 여성인력확대 필요성을 제안하였다. 논리적 제안을 위해 미래 환경예측을 위한 분석기법인 STEEP이론을 활용하였고 미국, 일본, EU 등 국가의 사례를 분석하였다. STEEP이론은 사회문화(Social/Culture), 기술(Technology), 경제(Economy), 환경적(Environment), 정치 및 법적(Policy) 등 다섯 개 분야의 거시적 외부 환경을 분석하는 것으로 미래메가 트렌드를 예측하는 기법으로 널리 사용 중에 있다. 반면 STEM은 미국, 영국, UNESCO 등에서 각자 정의하는 바는 차이가 있으나 통상적으로 과학, 기술, 공학, 수학 분야로 구분하는 것으로 4차 산업혁명시대 핵심 산업으로 각광받고 있다. 그러나, 인구절벽시대에 진입한 각 국은 STEM분야에 인재확보가 절실함에 따라 기업체에서 관련 학교 설립, 정부와 협업하여 법제도 개선, 외국의 우수자원 유입, 교육정책 개선 등을 진행하고 있으며 이에 대한 핵심키워드는 여성인력이었다. 대한민국은 외국에 비해 더 열악한 상황으로 STEM분야의 인재는 부족한 상황이며 2022년 남녀 청소년 희망조사결과 여학생의 관련분야 선호도는 저조하였다. 2023년 기준 출산율 0.72를 기록한 우리나라는 이미 초저출산국가에 진입하여 사면초가에 빠진 상황이다. 이를 극복하기 위해서는 근본적인 대안이 필요하다. 그리고 대안을 마련하기 위해 가장 중요한 것은 명확한 현실인식이 우선되어야 한다. 본고에서 제시한 대안의 첫 번째는 우수 인력 양성방안이며 둘째는 여성인력의 출산 및 양육문제에 대한 근본적인 해결책 마련, 세번째는 사회의 근본적인 이미지 개선이 필요하다는 것이다.

This study proposed the need to expand female manpower in the STEM(Science, Technology, Engineering, and Mathematics) field in order for Korea to become a superpower in the future. To make a logical proposal, we used the STEEP theory, a widely used analysis technique for predicting the future environment, and analyzed cases from countries such as the United States, Japan, and the EU. STEEP theory is a technique to predict future mega trends by dividing it into five macro areas : Social/Culture, Technology, Economy, Environment, and Politics and Law. although there are differences in definitions of STEM in the US, UK, and UNESCO, it is generally divided into science, technology, engineering, and mathematics, and is attracting attention as a key industry in the era of the 4th Industrial Revolution. However, as countries that have entered the era of population cliff desperately need to secure talent in the STEM field, companies are establishing related schools, collaborating with the government to improve the legal system, import excellent foreign resources, and improve education policies. The key keyword was female workforce. The situation in Korea is worse than that of other countries, and there is a shortage of talent in the STEM field. As a result of the 2022 Youth Hope Survey, female students’ preference for related fields was low. With a birth rate of 0.72 as of 2023, Korea has already become one of the countries whose birth rate is extremely low and is in a desperate situation. Fundamental alternative is required to make a breakthrough. And in order to come up with an alternative, the most important thing is to have a clear perception of reality. The first of the alternatives presented in this paper is a plan to foster excellent human resources, the second is to provide fundamental solutions to the problems of childbirth and childcare of female workers, and the third is to fundamentally improve the image of society.
