A study on the Warfare of Ethics

윤리는 전쟁에서도 큰 역할을 한다. 윤리가 결여된 군사행동은 국제사회와 자국민들의 반발을 불러오며, 이는 국가 총력전의 3대 요소인 정부-국민-군(軍)의 신뢰 약화로 이어진다. 권위주의 국가는 자신들의 비윤리적인 행위를 은폐, 축소하고 상대의 비윤리적 행위는 조작, 과장하여 국제사회를 선동한다. 이는 2014년 러시아의 크름(Crimea) 반도 합병 과정과 2021년 팔레스타인 무장 조직 하마스(Hamas)가 이스라엘을 상대로 유포한 가짜 뉴스에서 잘 드러난다. 이들은 이미지와 오디오를 교묘하게 조작하여 우크라이나, 이스라엘이 민간인을 무차별 공격한다거나 주민들의 자유를 억압하고 있다는 프레임으로 우크라이나와 이스라엘이 국제사회로부터 지지받지 못하도록 만들어 놓고 그 틈으로 군사력을 투입하는 하이브리드전(Hybrid Warfare)을 수행했다. 자유민주주의 국가들은 이러한 ‘거짓’ 위협에 대응하기 위해 ‘사실’을 기반으로 한 인지전(Cognitive Warfare) 개념을 정립하고 하이브리드전에 대응한 초국가적 컨트롤 타워를 설립했으며, 매년 정례적인 훈련도 실시하고 있다. 이전까지의 전쟁은 물리적 효과(파괴, 영토 점령, 살상 등)에 승패가 결정되는 경우가 많았다면 현대의 전쟁은 비물리적 효과(언론, 사이버, 우주, 윤리 등)에 따라 승패가 결정되는 경우가 많기 때문이다. 따라서 미래의 전쟁에서 윤리성을 확보하기 위해서는 과거와 현재를 연구할 필요가 있다. 이에 2014년, 러시아가 하이브리드전으로 크름 반도를 합병하며 보여준 하이브리드전 사례와 2021년 이스라엘-팔레스타인 분쟁에서의 하마스에 대응한 이스라엘의 인지전, 2022년 우크라이나-러시아 전쟁에서 러시아의 민간인 학살에 대응한 우크라이나의 인지전을 타산지석(他山之石) 삼아 미래를 바라보고자 한다.

Wafare of Ethics is a crucial role in war. Military actions that lack ethics not only invite backlash from the international community, but also undermine trust between the three pillars of total war : Government, People, and Military. Authoritarian states further inflame the international community by covering up and downplaying their own unethical behavior, while fabricating and exaggerating the unethical behavior of their opponents. For example, in 2014, Russia’s annexation of the Crimean peninsula and the spread of fake news by the Hamas against Israel in 2021. These states cleverly manipulate images and audio to create the false impression of a state of war between Ukraine and Israel. They also use these tactics to portray Ukraine and Israel as indiscriminately attacking civilians or suppressing civil liberties, in order to discredit them in the international community. To fill the void, they engage in Hybrid warfare, using military force. In response to these “false” threats, liberal democracies have developed the concept of “Cognitive warfare” based on facts and have established transnational control towers to counter hybrid warfare and conduct regular annual exercises. While past wars were often won or lost based on physical effects such as destruction, occupation of territory, and killing, modern wars are increasingly won or lost based on non-physical effects such as media, cyber, space, and ethics. Therefore, in order to ensure ethics in future wars, it is necessary to study both the past and present. In this study, we will examine the cases of Russia’s annexation of the Crimean Peninsula through Hybrid warfare in 2014, Israel’s Cognitive warfare against Hamas in the Israeli-Palestinian conflict in 2021, and Ukraine’s Cognitive warfare against Russia’s massacre of civilians in the Ukrainian-Russian war in 2022.
