윤리적 리더십이 공공기관 구성원들의 윤리적 발언행동에 미치는 영향

Effect of Ethical Leadership on the Ethical Voice Behavior of Members of Public Institutions: Focusing on the Moderated Mediating Effect of Psychological Ownership and Reflective Moral Attentiveness

국내 공공기관은 최근 LH공사 임직원의 내부정보를 이용한 부동산 투기 사건 등으로 윤리성과 조직성과를 동시에 높여야 하는 혁신 요구에 직면해 있다. 따라서 어느 때보다 비윤리적인 문제에 목소리를 내고 변화를 추구하는 윤리적 발언행동이 요구되는 시기이지만, 공공기관은 구성원들의 복지부동, 조직침묵 등 소극적 태도가 두드러지는 특징으로 이에 어려움을 겪고 있다. 이런 윤리적 위기에 직면한 공공기관에게 있어 윤리적 리더십이 구성원들의 윤리적 발언행동을 촉진하는지를 실증적으로 살펴볼 의미가 있었다. 이 경로에 있어 심리적 주인의식은 조직의 윤리적 문제를 내 문제처럼 여기도록 하며, 성찰적 도덕 주의력은 윤리적 문제를 보다 의도적이고 장기적으로 고려하도록 하여 더 강한 긍정적인 결과를 가져오게 할 것으로 기대하였다. 이러한 필요성이 있는 시점에서 본 연구는 국내 공공기관에서 종사하는 구성원들을 대상으로 윤리적 리더십이 윤리적 발언행동에 미치는 경로에 있어 심리적 주인의식과 성찰적 도덕 주의력의 조절된 매개역할을 검증하였다. 총 242명으로부터 수집된 유효한 설문에 대한 구체적인 분석결과는 다음과 같다. 먼저, 윤리적 리더십은 공공기관 구성원들의 윤리적 발언행동에 긍정적 영향을 미치는 것으로 나타났으며, 구성원의 심리적 주인의식이 윤리적 리더십과 윤리적 발언행동 간을 매개하였고, 이 매개경로에서 성찰적 도덕 주의력이 심리적 주인의식이 윤리적 발언행동을 유발하는 강도를 강화하도록 조절하였다. 또한 심리적 주인의식이 윤리적 리더십과 윤리적 발언행동 간을 매개하는 경로는 간접경로만 유의하게 나타남으로써 심리적 주인의식이 매우 강력한 영향력을 나타내는 매개요인임을 확인할 수 있었다. 이러한 결과를 바탕으로 본 연구의 이론적, 실무적 시사점을 논의하고 한계점과 추후 연구방향을 제시하였다.

Due to the recent real estate speculation scandal based on the use of internal information from LH Corporation, public institutions in Korea have faced calls for innovation that simultaneously improves ethical and organizational performance. In particular, there is a need for ethical voice behavior in which members speak out against unethical issues, but public institutions are struggling to promote this due to the passive attitudes of organizational members. Therefore, it is important to empirically examine whether ethical leadership promotes ethical voice behavior in public institutions in the midst of this ethical crisis. In this relationship, psychological owner- ship, in which an individual considers the organization’s ethical issues as their own problem, and reflective moral attentiveness, which involves the deliberate long-term consideration of ethical issues, are expected to lead to stronger positive results. The present study thus sought to verify the predicted mediating role of psychological ownership and reflective moral attentiveness in the relationship between ethical leader- ship and ethical voice behavior for members of public institutions in Korea. A questionnaire was collected from 242 people and the results analyzed. Ethical leadership was found to have a positive effect on the ethical voice behavior of members of public institutions, with psychological ownership mediating the path between the two. In this mediating path, reflective moral attentiveness controlled the degree to which psychological ownership promoted ethical voice behavior. It was thus confirmed that psychological ownership is a very powerful influential factor, though it only operates indirectly by mediating ethical leadership and ethical voice behavior.
