Research on the Impact of Artificial Intelligence on Administrative Ethics and Its Governance

Since the 18th National Congress of the Communist Party of China, the Party Central Committee has made a series of important deployments to promote the development of artificial intelligence, and China’s artificial intelligence technology has achieved rapid development. At present, artificial intelligence is widely used in multiple fields including public management, providing data-driven, automated, and interactive services for the government as the main body of the public sector, greatly improving administrative quality and efficiency. However, it also brings problems such as data security, lack of administrative roles, and threats to citizens’ rights and interests, as well as administrative ethical risks such as unclear responsibility and power relationships, lack of justice, transfer of public rights and interests, and decline in the professional ethics of civil servants. In order to address potential risks, government departments need to take a series of measures, including strengthening supervision and legislation to ensure that citizens’ rights and interests are not harmed, and regulating administrative ethical behavior. At the same time, civil servants should also change their service awareness, adhere to professional ethics, and enhance their professional competence.

党的十八大以来，党中央作出了一系列促进人工智能发展的重要部署，我国人工智能技术实现了快速发展。目前人工智能广泛应用于包含公共管理在内的多个领域，为以政府为主体的公共部门提供了数据化、自动化和互动化的服务，极大的提高了行政质量和效率，但同时也带来了数据安全、行政角色缺位以及公民权益受到威胁等问题，带来了责权关系的不明晰、缺乏正义性以及公共权益的让渡、公务员的职业道德式微等行政伦理风险。为了应对潜在风险，政府部门需要采取一系列举措，包括加强监管和立法，以确保公民权益不受损害，并规范行政伦理行为。同时公务员也要转变服务意识，坚守职业道德，提升专业素养。
