Looking at the history of the countries of the world, in particular, urbanization took place following the development trends of socialist countries, and then the establishment of factories and the need to train the working class became a condition for the development of the technical and vocational education sector in Mongolia. The period from 1963 to 1976 is called the golden age of the vocational education sector. During this period, many technical and vocational schools were established with the centralized management system, and the facts that technical and vocational schools were financed from the state budget were impetus for strengthening the training base, improving the methodology, and increasing the quality of graduates. In recent years, the government has been following the policy of actively developing technical vocational schools, which have been preparing specialists in many fields such as light industry, food, construction, mining, agriculture, trade, and public catering since the 1990s. Also, by 2030, we are implementing the strategic goal of providing the young generation with the necessary knowledge and skills training to provide them with decent jobs. The legal framework of the vocational education training sector is formed and is getting improved. Law on Vocational and Technical Education, Law on Labor, and Law on Occupational Health and Safety were passed, which include appropriate provisions to protect the interests of students.
