봉사학습론과 적극적 시민성 담론에 대한 비판적 검토: 제3의 길 정책의 ‘적극적 시민성’과 그에 대한 비판적 논의를 중심으로

Critical Review of Citizenship Discourse and Service Learning: Focusing on the ‘Active Citizenship’ of the Third Way policy and Critical Discussions about it

목적 본 연구는 영국의 제3의 길 정책에서 제시된 적극적 시민성에 대한 비판적 봉사학습론의 문제의식과 주요 쟁점을 검토함으로써 한국 사회 봉사학습에 관한 이론적 실천적 이해를 넓히는 데 있다. 방법 이를 위해 연구자는 자원봉사에 관한 국내연구를 검토한 후 이들이 이론적 배경으로 삼는 ‘적극적 시민성’ 정책과 봉사학습 담론에 관한 논쟁을 살펴보았다. 특히 본 연구는 영국 블레어 정부의 제3의길 정책을 중심으로 한 ‘적극적 시민성’과 이에 대한 비판적 봉사학습론의 이론과 실천적 논의를 분석하였다. 결과 첫째, 적극적 시민성과 봉사학습 담론은 신자유주의 개혁으로 인한 사회불평등과 갈등에 대처하기 위한 국가전략으로 의제화되었다. 둘째, 비판적 봉사학습론은 봉사학습 관련 정책담론이 사회구조적 문제를 개인적 책임감으로 대체한다는 비판적 인식을 바탕으로 적극적 시민성과 봉사학습의 의미를 사회구조적 차원에서 재구성하고자 했다. 결론 봉사학습의 제도화로 인한 문제점, 봉사학습에서 무형식학습의 중요성에 대한 관심이 필요하다는 점을 중심으로 비판적 봉사학습에 주는 시사점을 논의한 후 본 연구의 한계와 제언을 제시했다.

Objectives This study aims to expand the theoretical and practical understanding of service learning in Korea society by examining major issues of critical service learning on active citizenship presented in the UK’s Third Way policy. Methods For this purpose, the researcher analyzed literature on active citizenship and volunteerism policies presented in the Third Way policy and research papers on the theory and qualitative researches of critical service learning. Results First, the discourse of active citizenship and service learning was brought to the agenda as a national strategy to cope with social inequality and conflicts caused by neoliberal reform. Second, critical service learning sought to reconstruct the meaning of active citizenship and service learning based on the critical consciousness that existing service learning policy discourse replaces social structural issues with individual moral responsibility. Conclusions Implications for critical service learning are presented, focusing on the problems caused by the institutionalization of service learning and the limitations and recommendations of this study are described.
