[번역] 19세기말 寧越嚴氏使行記錄에 나타난 前近代 동아시아 外交의 한 단면

An Aspect of Pre-modern East Asian Diplomacy: Focusing on the Envoys Visit Records of Yeongwol Eom Clan (寧越嚴氏) in the Late 19th Century

본고는 1866년 嚴錫周의 연행일기와 1881嚴世永의 조사시찰단 기록을 중심으로 19세기말 조선 지식인의 동아시아 정세 인식을 살펴보는 것을 목적으로 한다. 조선시대 외교정책은 왕조의 존망과 관련된 중차대한 것이었으므로, 조선왕조는 건국 초기부터 사대교린을 기반으로 하는 외교정책을 확립하여 6백여년 동안 주변 국가들과 긴밀한 외교활동을 펼쳤으며 그와 관련된 많은 외교 문서와 사행 기록을 남겼다. 그중 영월 엄씨 가문의 엄석주와 엄세영은 1866년에 프랑스 군함이 강화도에 침입한 시국에 중국에 파견되어 서양의 정세와 청 정부의 대응을 파악하고, 다시 1881년에는 조사시찰단의 일원으로 일본에 파견되어 메이지유신 이후의 일본 정세를 관찰하고 정부 기관의 규정을 초록하여 고종에게 보고하였다. 특히 엄석주와 엄세영의 경우 국가적으로 중요한 시기에 외교사절로서 중국과 일본에 모두 파견된 특별한 사례가 되기에 그들의 사행 체험과 그들이 남긴 사행 기록은 특히 주목할 필요가 있다. 청나라 국력의 쇠퇴와 일본 세력의 궐기가 동시에 일어난 근대 격동기에 중국과 일본을 차례로 다녀 온 영월 엄씨 가문의 사행기록을 분석하는 것은 구한말 조선의 외교 정책과 함께 근대 조선 지식인의 동아시아 인식의 일면을 이해하는 데 큰 도움이 되리라 기대한다.

The diplomatic strategy of Joseon Dynasty is based on Sadae(事大) and Kyorin (交隣). In the past 600 years, a large number of diplomatic documents such as Yeonhangrok (燕行錄), Tongsinsahaengrok (通信使行錄) have written while interaction with neighboring countries. It is noteworthy to focus on the Joseon envoys who had ever traveled to China and Japan represented a different view to these countries. this study, we focused on Eom Seyong (嚴世永) and Eom Seokjoo (嚴錫周) from Yeongwol Eom clan (寧越嚴氏). On 1866, Eom Seyong went to Qin dynasty as a Seo-jang-gwan (書狀官) accompanied by his uncle Eom Seokjoo, in order to investigate the Qin's attitude toward “The French expedition to Korea (丙寅洋擾)”. Eom Seokjoo wrote Yeonhangilgi (燕行日記) for this diplomacy mission. Ten years later, Joseon Dynasty and Japan signed the Ganghwa Treaty (江華島條約). King Gojong of Joseon awarded Japan is going to be the strongest country in East Asia, he sent 12 groups of envoys to Japan to gather the rules & regulations of Japan government in 1881. Eom Seyong went to Japan as a group leader with Eom Seokjoo and wrote the diplomatic documents. the period of great change in pre-modern East Asian, we can get a glimpse of pre-modern Korean intellectuals' understanding of East Asia through the diplomatic documents made by Eom Seyong and Eom Seokjoo when they visited to Qing Dynasty and Japanese.
