河北省民间资本进入城中村改造项目研究

Study on the reconstruction project of private capital into urban villages in Hebei Province

Under the promotion of new urbanization and new development concepts, the transformation of urban villages has become the focus of urban renewal in Hebei Province. In the face of real estate inventory, financial pressure and financing problems, the shortage of funds has become the main obstacle to the transformation of urban villages. This paper makes an in-depth analysis of the current situation of urban village transformation in Hebei Province, and finds that the transformation mode is changing from land binding development to market separation, the combination of demolition and construction and the collaborative renewal of public service facilities, with private capital becoming the key force. This paper discusses the priority sequence of private financing methods such as PPP model and urban renewal fund, and constructs a three-tier private capital introduction strategy of “building foundation - breaking down - diverting water”, which provides solutions and case references for the funding problems of urban village reconstruction in Hebei Province and even the whole country. This study not only expands the theory of urban village reconstruction, but also provides a reference for similar projects.

在新型城镇化和新发展理念的推动下，城中村改造成为河北省城市更新的焦点。面对房地产库存、财政压力及融资难题，资金短缺成为城中村改造的主要障碍。本文深入剖析河北省城中村改造现状，发现改造模式正由土地捆绑开发向市场分离、拆建结合及公共服务设施协同更新转变，民间资本成为关键力量。本文探讨了PPP 模式、城市更新基金等民间融资方式的优先时序，并构建了“筑基-破局－引水”三层民间资本引入策略，为河北省乃至全国城中村改造资金难题提供了解决方案和案例参考。本研究不仅拓展了城中村改造理论，也为类似项目提供了借鉴参考。
