Advancing Social Entrepreneurship? Perceived Social Impact of Savings and Credit Co-Operative Societies (SACCOs) in Uganda

최근 수십 년 동안 사회적 가치를 창출하는 사회적 기업 중 하나인 저축신용협동조합(SACCOs)이 활성화되면서 학계와 실무 현장에서는 SACCOs가 사회적 미션과 연계하지 않고 이윤 추구 논리를 극대화하는지에 대한 뜨거운 논쟁이 벌어지고 있다. 이 연구는 우간다 남서부 지역에서 SACCOs의 직원 및 임원 표본을 대상으로 SACCOs의 관행, 프로세스 및 행동을 파악함으로써 인식된SACCOs의 사회적 영향력을 조사하였다. 다층모형분석을 통해, 이 연구는 사회적 사명, 변화 결정, 민주적 의사 결정이 SACCOs의 기업가 정신과 관련된 차원이지만 사회적 영향력에는 제한적이었음을 밝혔다. 한편, 이해관계자의 참여가 높고 직원들에게 급여가 지급되는 경우 SACCOs의 사회적 영향력에 긍정적으로 영향을 미쳤다. 반대로, 재정적 이익을 얻기 위한 활동은 SACCOs의 사회적 영향력에 도움이 안 된 것으로 나타났다. 이 연구 결과는 사회적 가치 창출을 강화하기 위해 SACCOs와 같은 사회적기업이 갖춰야 할 조건에 대한 이해를 증진한다.

In recent decades, as Savings and Credit and Cooperative Societies (SACCOs), one of the social enterprises that create social value, have been promoted, a hot debate has emerged in the academia and practice fields of whether SACCOs maximize profit-seeking logic without interfacing with social mission drift. Using a sample of employees and executive members of SACCOs, this study examined the perceived social impact of SACCOs in Southwestern Uganda through lenses of practices, processes, and behaviors. Through multilevel model analysis, this study found that while social mission, change decision-making, and democratic decision-making are dimensions related to social entrepreneurship in SACCOs, they had a limited impact on social impact. On the other hand, SACCOs' social impact was positively and significantly affected when stakeholder participation was high and employees were paid. Conversely, activities aimed at earned income were found to be detrimental to SACCOs' social influence. These findings enhance the understanding of the conditions that social enterprises, such as SACCOs, need to fulfill in order to strengthen the creation of social value.
