The purpose of this study is to develop and implement a rubric-based assessment tool to evaluate the Korean pragmatic competence of language learners. To achieve this, constructs for evaluating pragmatic competence were selected based on previous research, and a preliminary evaluation tool was created with a focus on request speech acts. Subsequently, a panel of 10 experts was convened to assess the preliminary evaluation tool and to examine the validity of the evaluation criteria. The findings indicated that it was necessary to establish clear standards for developing a rubric-based assessment tool rather than applying the evaluation constructs directly as an instrument. Consequently, the evaluation criteria were broadly categorized into ‘content, composition, and expression’ components, with ‘clarity of content and appropriateness of content’ as content elements, ‘structure of the speech act’ as a compositional element, and ‘verbal and non-verbal elements’ as expressive elements. Following the finalization of the rubric, the potential for practical application was explored by evaluating actual request speech act data produced by learners, leading to the identification of cautions and recommendations for improving the application of the rubric-based assessment tool.
