북유럽 출소자의 갱생보호 프로그램 동향

Trends of Rehabilitation Policy in North European Countries

본 연구는 선진 우수 북유럽국가의 갱생보호제도 조사 및 분석을 통해, 국내 갱생보호제도와 비교·분석하여 국내 갱생보호제도의 개선 및 보완점을 도출 후 한국법무보호복지공단 실정에 맞는 정책제언을 하고자 하였다. 연구 결과 국내 갱생보호제도의 정책제언을 종합해보면 첫째, 중독 및 정신질환에 관한 문제를 해결하기 위한 북유럽 갱생보호 프로그램을 적극적으로 활용한다. 둘째, 출소자 자녀를 대상으로 모의구금체험이나 또래캠프와 같은 공감대 형성 프로그램을 적극적으로 시행한다. 셋째, 사전상담에 동기강화프로그램(MI)을 접목하여 사회적응의지를 강화한다. 넷째, 재범감소에 효과가 입증된 선진 우수 프로그램을 프로그램 인증제도의 절차를 통해 벤치마킹한다. 다섯째, 갱생보호 업무를 수행하는 직원 및 자원봉사자에게 체계적이고 전문화된 교육을 실시하여 전문성을 강화한다. 여섯째, 출소자의 사회복귀를 효과적으로 돕기 위해 사회복지서비스의 대상범위를 출소자와 그의 가족까지 확대하여 전문적이고 체계적인 출소자 사후관리를 한다.

The aim of the study is to make policy suggestions that are suitable for the situation of the Korea Rehabilitation Agency. Therefore, we compared and analyzed the domestic Rehabilitation Policy with advanced North European countries, and derived shortcomings and improvements of the Korea Rehabilitation Agency. As a result, regarding the improvements for the domestic Rehabilitation Policy, first, it is necessary to actively utilize Nordic Rehabilitation policies to solve problems related to addiction and mental illness. Second, actively implementing empathy-building programs such as prison experience programs or camps with peers is needed. Third, we suggest strengthening the willingness for social adaptation by incorporating a motivation reinforcement program (MI) into prior counseling. Fourth, through the procedure of the program certification system, we propose to benchmark advanced programs that have been proven effective in reducing recidivism. Fifth, it is crucial to strengthen the expertise of employees and volunteers who are performing rehabilitation protection tasks by providing systematic and specialized education. Sixth, in order to effectively help released prisoners return to society and manage them professionally and systematically, the scope of social welfare services should be expanded to released prisoners and their families.
