사업장 안전문화 증진을 위한 사업장 안전의식 수준 향상 프로그램의 활용 방안

A study on the use of a safety awareness level improvement program to promote workplace safety culture

산업현장의 중대재해를 실효적으로 감소시키기 위해서는 사업장의 자기규율 체계를 확립하고 안전문화를 내재화하는 것이 중요하며 사업장의 안전의식 수준을 향상하고 안전문화 활동을 촉진하는 것은 정부의 책무이다. 본 연구는 사업장의 자율적 안전문화 활동을 촉진하고자 정부에서 개발한 사업장 안전문화 진단 지표와 하위요인를 소개하고 사업장 안전의식 수준 진단 도구의 활용 방안을 제시하였다. 사업주는 사업장 안전의식 수준 진단 도구를 활용하여 구성원의 안전가치, 안전운영, 안전교육, 안전소통의 영역별로 계획, 실행, 점검, 개선의 활동 수준에 대한 계층별 인식 수준을 확인할 수 있다. 또한 진단 결과를 활용하여 수준이 낮은 영역의 안전문화 활동을 촉진하거나 구성원 간 인식 차이가 높은 영역의 원인을 탐색하여 개선 활동을 전개할 수 있다. 한편 사업장의 안전의식 수준 향상 활동을 촉진하기 위한 정책과제로 기업의 자기규율 예방체계와 연계한 안전문화 진단을 활성화할 것, 안전문화 등급 인증제를 도입하고 민간 전문가를 육성하여 컨설팅을 지원할 것, 선행지표와 연계한 우수 활동을 발굴하여 전파하고 축적된 데이터를 분석하여 정책과 사업 수립에 반영할 것을 제안하였다.

To effectively reduce industrial accidents, workplaces must be encouraged to undertake safety initiatives independently and establish a strong safety culture. This study introduces leading indicators and a safety culture model developed to assess the safety awareness levels among workplace members. By diagnosing these levels, it becomes possible to promote activities in areas where safety awareness is lacking. Additionally, areas with significant perception differences among members can be improved by investigating the underlying causes. Establishing a safety culture in the workplace necessitates the promotion of improvement activities based on diagnostic results. This study proposed several tasks to raise safety awareness in workplaces. These tasks include activating safety culture diagnosis in connection with the corporate self-regulation system, introducing a safety culture grade certification system, training private experts, supporting workplace consulting, and discovering and disseminating best practices.
