浅析党性教育对我国行政伦理的构建

A Brief Analysis of the Construction of Administrative Ethics by Party Spirit Education in China

Party spirit education that adapts to different stages of development is to consolidate the political determination of party organizations and party members in different development periods and backgrounds. The report of the 20th CPC National Congress pointed out that self-revolution is the second answer to jump out of the historical cycle of chaos, and the party’s self-revolution requires party members and cadres to forge revolutionary character. For the vast number of leading cadres, on the one hand, they should abide by the requirements of the party’s political discipline; on the other hand, they should also meet the duty norms and job requirements of their own administrative work. This paper holds that the logic of the construction of ethical decision-making in party spirit education is that, at the individual level, party members and cadres, as specific ethical decision-making units, regulate ethical decision-making behavior with the forging of revolution as the criterion; at the organizational level, to lead the development of society by the party’s self-revolution. Ethical decision-making not only requires us to regain this kind of personal inherent values, but also further to the standard party membership, which are actually two progressive steps. How to combine and apply it to practice is a “test paper” to test the achievements of party spirit education.

适应不同发展阶段的党性教育,就是在不同的发展时期和背景下,巩固党组织和党员的政治定力。党的二十大报告指出,自我革命是跳出治乱兴衰历史周期率的第二个答案,党的自我革命要求党员干部锻造革命性。对广大领导干部而言,一方面,要遵守党的各项政治纪律要求;另一方面,还要符合自身行政工作的职责规范和职务要求。本文认为,党性教育构建伦理决策的逻辑是,在个体层面,党员干部作为具体伦理决策单元,以锻造革命性为准绳规范伦理决策行为;在组织层面,以党的自我革命实现对社会的发展引领。伦理决策不但需要我们重拾这种个人的内在价值观,而且更进一步要对标党员身份,这其实是两个依次递进的步骤。如何结合并应用于实践,是检验党性教育成果的一张“试卷”。
