기후 및 환경 문제는 인류의 지속 가능한 발전을 위협하는 큰 걸림돌 중 하나이다. 러시아의 경우 지구 전체보다 더 빠르게 온난화되고 있다. 이 과정에서 러시아의 기후 및 환경 정책은 천연자원의 생산부터 국가 목표, 전략적 목표 설정 및 경제 상황에 직접적으로 연관되어 있다. 따라서 자원을 합리적으로 사용하기 위해 여러 단계의 조정 과정을 거쳐왔다. 러시아의 국가 전략은 원자재가 국가 경제 구조에서 중요한 역할을 한다는 사실에 크게 영향을 받는 특징이 있다. 하지만 러시아도 기후 및 환경 변화로 인해 변화할 수밖에 없다. 러시아가 기후 및 환경 변화의 과정에서 정책적 우선순위를 어떻게 전환할 수 있는지 이해하기 위해서는 러시아의 현재 상황과 정책 변화에 대한 연구가 필요하다.

As such, it has gone through several stages of coordination to ensure the rational use of resources. Russia’s national strategy is characterized by the fact that raw materials play an important role in the country’s economic structure. However, Russia is also bound to change due to climate and environmental change. In order to understand how Russia can shift its policy priorities in the process of climate and environmental change, it is necessary to study the current situation and policy changes in Russia.
