섬 발전 촉진법의 현황과 개선방안

Current status and improvement plan of the Island Development Promotion Act

<섬 발전 촉진법>은 지역적 특성으로 인해 낙후된 유인섬을 지원하는 유일한 법률임에도 불구하고, 30년 넘게 법률에 대한 체계적인 개정 노력이 이뤄지지 않으면서 여러 한계가 나타나고 있었다. 따라서, 해당법의 모든 조항 내용을 전반적으로 분석하고, 다양한 이해관계자의 개정의견을 종합하여 살펴보았다. 관련 법률과의 비교를 통해 각 개정방안은 다음과 같다. 첫째, 목적 조항을 개정이다. 기존의 기반시설 개발에 집중되었던 목적을 벗어나 지속가능한 발전을 꾀하고, 섬의 생태적·문화적 가치를 분명히 하고자 한다. 둘째, 정의 조항을 새롭게 하였다. 기존의 섬 정의는 지원대상 섬을 많이 제약하고 있어 이를 개정하고, 연륙에 대한 의미를 명확히 하였다. 셋째, 수립 지침의 역할을 강화하여 기존의 상향식 계획구조를 보완하였다. 넷째, 섬 발전과 주민 삶의 질 제고를 위해 지원조항을 확대하였다.

CONTENTS (1) RESEARCH OBJECTIVE Even though <Island Development Support Act> is the only party supporting relatively underdeveloped inhabited islands, many people without exception participated due to the efforts of the parties for 30 years. Therefore, in this paper, we would like to identify the responsibility of the <Island Development Promotion Act> and present innovation as a leading role. (2) RESEARCH METHOD To study the ways, of the related theses, publications and statistics released in Korea and abroad, they are theoretically reviewed and the materials are obtained from related references. the above is used by literature reviews and survey analyses to achieve the purpose of this study. (3) RESEARCH RESULTS Exclusion, subject to clause. Aside from focusing on the development of existing infrastructure, we want to make clear the island's ecological and cultural values. Second, it violates justice. The existing definition of island placed a much higher value on the island being supported and took on implications for connections. The role of reserve and commander was strengthened to complement the backward planning structure. Fourth, support provisions were expanded to improve the development of the island and the quality of residents' lives. 2. RESULTS Therefore, we analyzed all the provisions of the law and compared opinions on the existence of various interests, which were considered valuable.
