과점시장에서 공공플랫폼 도입의 후생효과 분석

Welfare Effects of Public Platform in Oligopoly

서울시는 소득으로 인한 교육격차가 발생하는 것을 억제하기 위해 ‘서울런’이라는 공공플랫폼을 구축하고 이를 통해 저소득층에게 사설 온라인 강의를 무료로 제공하는 사업을 시행하고 있다. 본 연구는 기업(사설 학원)들이 과점경쟁을 하고 있는 시장에서 이러한공공플랫폼 구축의 사회후생 효과를 분석한다. 공공플랫폼이 도입되기 전에 서비스의 가격은높게 형성되어 저소득층이 서비스의 소비로부터 배제되는 균형이 나타날 수 있다. 이러한 상황에서 저소득층에게 무료로 서비스를 제공하는 공공플랫폼의 도입은 저소득층의 소비자잉여에는 긍정적 영향을 미치지만 사회후생에 미치는 영향은 고소득층과 저소득층의 소득격차정도에 따라 다르게 나타날 수 있다. 그리고, 정부가 공공플랫폼을 통해 저소득층에게 제공하는 서비스에 대해 적절한 요금을 부과한다면, 무료로 서비스를 제공하는 것보다 사회후생이크게 나타난다.

Seoul in Korea has implemented a public platform called “Seoul Learn” to reduce the education gap caused by income inequality. Low-income students can take private online lectures for free through Seoul Learn. In this study, we analyze the welfare effects of such a public platform in a market where the firms (private academies) are engaging in an oligopoly competition. Before implementing the public platform, there is an equilibrium in which the price of services is low-income students are excluded from consuming services. In such situations, implementing a public platform that provides free lectures to low-income students may improve their consumer surplus. However, the effect on social welfare may differ depending on the extent of income inequality between high-income and low-income students. Furthermore, if the public platform imposes appropriate fees for the services to low-income students, it can improve social welfare compared to providing the services for free.
