기초연금제도가 고령자의 의료서비스 이용에 미치는 영향 연구

The Impact of Social Pension on Healthcare Utilization of the Eldely

본 연구는 고령화패널조사의 2016~2020년 자료를 이용하여 기초연금제도가 고령자의 의료서비스 이용에 미치는 영향을 입원서비스 이용과 외래서비스 이용으로 구분해 살펴보았다. 실증분석을 위해 종속변수의 좌측 절단된 특징과 모서리해 존재 가능성을 감안하여 이중허들모형을 분석모형으로 사용하였다. 분석 결과, 기초연금 수급은 입원서비스 및 외래서비스 평균 이용횟수를 통계적으로 유의하게 증가시켰으나, 입원서비스 및 외래서비스 평균 이용금액에는 통계적으로 유의한 영향을 미치지 않았다. 또한, 기초연금 수급의 의료서비스 평균 이용횟수에 대한 증가효과는 자녀 유무별, 대졸 여부, 거주지역에 따라 상이하게 나타났다. 마지막으로 자녀가 없는 경우 기초연금 수급이 입원서비스 평균 이용금액을 통계적으로 유의하게 증가시킨 것으로 나타났다. 이상의 연구 결과를 바탕으로 기초연금제도와 의료서비스 이용 간의 관계에 대한 시사점을 제시하였다.

This paper examines the effect of the social pension system on healthcare utilization of the elderly, using data from the 2016-2020 Korean Longitudinal Study of Aging. For the empirical analysis, we use the double huddle model, given the left truncated feature of the dependent variable and the possibility of the corner solution. We find that receiving the social pension statistically significantly increases the average number of inpatient and outpatient service uses, but does not have a statistically significant effect on the average amount of inpatient and outpatient service payments. We also find that the effect of receiving the social pension on the average number of healthcare service uses varied by the presence of children, the presence of a college degree, and the region of residence. Finally, our results suggest that receiving the social pension statistically significantly increases the average amount of inpatient service payments among those without children. Based on these findings, we provide implications for the relationship between the social pension and healthcare utilization.
