This paper provides a new teacher evaluation method by introducing the concept and theories of competency and creating the core competency model, thus overcoming the limitations of the traditional evaluation indexes, which include scientific research achievements and academic attainment. In the new era, ideological and political theory teachers in colleges need to pay attention to important ideological and political qualities besides theoretical knowledge, good education, and teaching skills. In this way, teachers can thoroughly improve their overall quality and competency. If teacher competency increases, the quality of teaching for ideological and political theory courses can help make the courses more attractive to students, which will effectively ensure the courses are taught more effectively. In order to promote the construction and development of socialism with Chinese characteristics, teachers should effectively guide students' thoughts and establish the correct values, view of life, and world view for students and develop these students to be excellent successors for socialism.
