경찰과 자율방범대 간 신뢰도 요인에 관한 연구

A Study on Factors of Trust between Police and Citizen Patrols

2022년 4월「자율방범대 설치 및 운영에 관한 법률」이 제정되었다. 2023년 4월 본격 시행된 이후, 제도 정착을 위한 법률의 효과적 실행에 대한 고민이 필요한 시점이다. 이에 본 연구는 경찰과 자율방범대 간의 신뢰도 수준과 자율방범대 활동에 대한 담당 경찰관의 인식을 측정하여 상호신뢰도 향상에 상관관계 요인과 영향을 미치는 요인을 확인하고자 하며, 향후 자율방범대 지원체계 구축에 참고할 중요변수를 도출하고자 한다. 이에 본 연구는 전국 258개 경찰서 자율방범대 담당 경찰관 대상으로 설문조사 실시, ‘경찰과 자율방범대 간 상호신뢰도 수준’과의 영향 관계가 있는 변인을 확인하였다. 연구 결과, 경찰과 자율방범대 간 상호신뢰도를 높이는 데 필요한 요소는 ‘자율방범활동에 대한 경찰관 평가’와 ‘소속 시도’ 등으로 경찰과 자율방범대 간 관계성과 지역적 특성인 것으로 확인되었다. 그러므로 경찰과 자율방범대의 접촉 기회 및 자율방범대의 치안행정 참여기회 증대, 적극적인 지원방안 협의 등이 관계성의 개선을 위해 고려되어야 하고, 체계적인 관리시스템 구축 및 자율방범활동을 위한 관련 정보의 활용 방안이 모색될 필요가 있다.

Since 1953, citizen patrols have been utilized as auxiliary police forces due to the shortage of regular police personnel, contributing significantly to crime prevention and maintaining order within local communities. The necessity for legislation regarding the organization and operation of citizen patrols emerged in 2006, leading to the enactment of the ‘Law on the Installation and Operation of Citizen Patrols’ in April 2022. With its full implementation in April 2023, there is a need to contemplate the effective enforcement of the law for institutional consolidation. This study aims to measure the level of trust between the police and citizen patrols and the perceptions of police officers responsible for citizen patrol activities at the stage of devising institutional support systems alongside the full implementation of the law. It seeks to identify correlational and influential factors towards enhancing mutual trust and derive crucial variables for future citizen patrol support system establishment. For this, through a survey conducted among police officers in charge of citizen patrols in 258 police stations, variables with correlations and influences on the level of mutual trust between the police and citizen patrols were identified. The research findings confirmed that factors such as “evaluation of citizen patrol activities by police officers” and “affiliated city or province” are significant in increasing mutual trust between the police and citizen patrols, reflecting the relational dynamics and regional characteristics between them
