미래학교 사전기획 보고서에 반영된 학교안전요소분석에 관한 연구

A Study on the Analysis of School Safety Factors Reflected in the Future School Pre-planning Report

2021년부터 시작된 그린스마트 미래학교 사업은 40년이 경과된 노후화된 건물의 구조적 안정성을 확보하고 미래교육을 위한 교육기능을 원활히 수행할 수 있게 조성하는 것이다. 교육부는 사업을 효과적으로 추진하기 위해 설계공모 단계 이전에 사전기획이라는 형식으로 현황분석, 교육기획, 사용자 참여디자인의 과정을 거치도록 하는 제도를 운영하고 있다. 본 연구에서는 학교 안전을 영역으로 구분하여 빈도와 주요 검토사항을 분석함으로써 더욱 안전한 학교를 만들기 위한 사전기획의 개선 방향을 제안하고자 하였다. 그 결과 안전과 관련된 고려사항에 대하여 개선을 위한 필요사항을 찾을 수 있었으며, 사전기획 보고서의 단계별 안전 관련 고려사항, 그리고 학교급별 안전관련 논의의 특징 및 학교안전 5개 영역의 주요 논의사항 등 학교별 사전기획 보고서에서 미리 예측하고 대비하는 안전관련 검토는 전반적으로 미흡한 것으로 분석되었다. 그중에서도 학교의 현황분석단계에서 학교급별 즉, 학생의 연령별 특성을 고려한 안전에 대한 사전검토가 미흡하였으며, 사업의 유형 결정에도 구조 안전과 더불어 전반적인 학교 안전도 평가를 추가하여 좀 더 면밀한 안전에 대한 평가와 개선 노력이 필요할 것이다.

The Green Smart Future School project, launched in 2021, aims to ensure structural stability and enhance educational functionalities in school buildings over 40 years old. The Ministry of Education has established a pre-planning system required before the design competition phase, which includes stages of current state analysis, educational planning, and user participatory design. This study aimed to propose directions for improving pre-planning to create safer schools by categorizing and analyzing the frequency and key considerations within the area of school safety. It was possible to identify necessary improvements related to safety considerations, including step-by-step safety considerations in pre-planning reports, features of safety discussions by school level, and the main issues in the five areas of school safety. The analysis revealed that the evaluations in pre-planning reports, which aim to anticipate and prepare for safety-related issues, were generally insufficient. In particular, the initial safety evaluations that take into account age-specific characteristics during the current state analysis stage were found to be lacking. Additionally, it was suggested that the decision-making process on the type of project should include assessments of both structural safety and overall school safety, necessitating more detailed evaluations and enhanced efforts towards improving safety.
