A Study on the Relative Importance of Risks in Public-Private Partnerships : Focusing on the Changwon City

This study attempted to examine the relative importance of each stage of Public-Private Partnerships risk in Changwon City using AHP analysis. In particular, in order to rationally evaluate ways to reduce the risks of Public-Private Partnerships in Changwon City, major risk items recognized by experts were analyzed using AHP analysis, and through this, the risk reduction of Public-Private Partnerships in Changwon City was analyzed. Among the various influencing factors, the most important factors were identified. The results of the empirical analysis examine the importance of complex weights, which include “Business planning that does not accurately recognize its own limitations (developer’s own experience and ability to mobilize funds, etc.)” and “Preliminary design and balance due to incorrect location analysis and market analysis.” Through the analysis, it was determined that “misjudgment of profits and losses from Public-Private Partnerships upon completion of development” and “losses from private investment projects due to misjudgment of macro and micro market analysis” were the largest. In particular, among the items ranked 1 to 10, 8 items are included in the pre-development evaluation stage, so the business planning stage and preliminary feasibility analysis stage of the pre-development evaluation stage are judged to be important. Based on these results, it was determined that the relative importance of risks in Public-Private Partnerships was mostly concentrated in the business planning stage, and risk management was judged to be important before proceeding with Public-Private Partnerships.
