So far, the housing welfare policies in Korea have mainly focused on public rental housing through construction. The system centered on suppliers, based on mass construction, has significantly contributed to the stability of housing for the people, but in some areas, there is a problem with vacant houses despite continuous recruitment of tenants, making it difficult to efficiently utilize resources. Whereas, there is a need for effective housing stabilization measures for workers who live in the area but are not residents, commuters from other areas for work, and college students or youths who need to move their residence and temporarily stay. Therefore, in the aspect of housing welfare delivery system, it is necessary to explore the applicability of various allocation criteria without relying on the existing rental housing tenant selection criteria and procedures, and to establish alternatives through a collaborative process involving the participation of various entities such as local governments and the formation of governance. This study conducted a case study on Hwaseong city, an urban-rural comprehensive metropolitan city in the Korean capital area, and contributed to the stabilization of housing for small and medium sized enterprise workers, university students and young government employees by forming a governance of various entities and successfully supplying a total of 769 units by collective contracts. Futhermore, it analyzed this model of demand-oriented public rental housing supply and presented implications for expanding it to other regions and reflecting it in a flexible supply system.
