The purpose of this study is to present a plan for balanced regional development that takes residents’ needs into consideration through analysis of residents’perception of balanced regional development using Jinju City, a representative small and medium-sized city in Gyeongnam, as a case study. A survey was conducted among Jinju citizens to identify residents’ needs, and the Borich needs scale and The Locus for Focus model were used to determine the priorities of needs. The main analysis results are that, first, in the spatial/business type, priority was given to job creation, compression of urban functions, and population influx, and second, in the institutional type, realistic and effective systems were preferred over long-term ones. Third, in the service type, there was a high preference for services that were implemented quickly and could be directly experienced. Based on these results, it was suggested that collecting the opinions of residents, who are the end users, is very important in promoting regionally led and regionally customized balanced development, which has been emphasized recently.
