A Study on the History of Anti-Drug Cooperation between China and ASEAN from the Perspective of the Community of Human Destiny

Abstract: Building a community with a shared destiny for humanity becomes a shared endeavor in today's fast changing world, when century-defining changes are increasing and peace and development face serious difficulties. All nations must work together immediately to combat the growing global drug crisis, which is especially affecting Southeast Asia with its growing manufacture, trafficking, and consumption of synthetic substances. China and ASEAN should cooperate together to discuss drug policy, explore effective governance countermeasures, and build a strong framework for drug cooperation in order to advance both global and regional drug governance. Nonetheless, fresh difficulties in collaborating against drugs keep coming up. Different anti-drug strategies, inadequate overall planning, emphasized geopolitical threats, economic inequities, and evident cultural variances where ethnicity, religion, and narcotics are linked are all results of political, economic, cultural, religious, and historical issues. In order to advance drug governance on a global and regional scale, China and ASEAN need to cooperate together to address drug-related issues, debate governance countermeasures, and build a strong foundation for drug cooperation.Exchanging governance experience is essential to improving the efficacy of anti-drug initiatives. China and ASEAN can strengthen their anti-drug cooperative relationships with other nations and international organizations by embracing the idea of a shared future for humanity, adhering to comprehensive, integrated, and balanced international anti-drug policies, leading by example with regard to universal values, and actively implementing the Global Security Initiative and the Global Development Initiative. The efficacy and level of cooperation can be increased by establishing the ASEAN anti-drug legal framework, creating a three-dimensional interconnected platform, effectively utilizing the platform mechanism, bolstering anti-drug strategic communication, consistently enhancing law enforcement and judicial cooperation, increasing foreign assistance and training, and ultimately establishing a closer China-ASEAN anti-drug community.
