이주노동자의 언어 능력 향상을 위한 고찰 - 네덜란드의 이주노동자 언어 교육을 중심으로

A Review of Policies to Improve Migrant Workers’ Language Skills : Language Education for Migrant Workers in the Netherlands

세계화의 영향으로 초국가적 네트워크가 출현하고 자본주의가 발달하며 노동 이주가 증가하고 있다. 한국도 경제적인 발전과 저출생·고령화 등으로 인해 국내에 체류하는 이주노동자가 증가하면서 이들에대한 문제가 제기되고 있다. 이에 본 연구에서는 오랫동안 다문화정책을 실시했던 네덜란드가 통합 정책으로 정책적 전환을 시행하며언어 능력 강화를 목적으로 제시한 언어 정책과 언어 교육 제도를 살펴보고 이를 통해 한국에 거주하고 있는 이주노동자의 한국어 교육정책의 바람직한 정책 방향을 고찰해 보고자 하였다. 네덜란드는 언어 교육을 의무화하여 이주자의 노동시장 진입을 돕는 경제적 동화를 목적으로 'Stricter Policy'를 실시했다. 네덜란드 정부는 이주노동자가 언어 교육을 통해 원활한 의사소통이 가능하게 되면 업무 수행과 생산성이 향상되고 이를 통해 경제적 이익을 도모하며 자신이 속한 사회의 일원으로써 정체성과 소속감을 느끼며 살아갈 수 있기 때문이라고 하였다. 네덜란드의 사례를 통해 언어 교육이 이주노동자의 삶에 직접적인 영향을 미친다는 점을 확인할 수 있었다.

The influence of globalization leads to the emergence of a transnational network, further development in capitalism, and subsequently, a rise in labor migration. In Korea, like everywhere else in the world, the issue of migrant workers is being raised, as the number of foreign workers who stay in the country has grown as a result of its economic growth, low birth rates, and aging population. In this context, the present study aims to exaine language policies and the language education system in the Netherlands, which has long implemented multicultural policies to strengthen language skills, as it made a policy pivot towards integration; this study thereby reviews what would be a good policy direction for Korean language education provided to migrant workers living in Korea. The Netherlands put in place a ‘stricter policy’ for economic assimilation, which helps migrants enter the labor market because it makes provision of language education mandatory. Giving the reason behind the policy, the Dutch government said that if migrant workers are able to communicate better as a result of language education, it would improve work performance and productivity, which could then help them seek economic benefits as well as live with a sense of identity and belonging as a member of the society they are in. From the case of the Netherlands, the present study confirms that language education has had a direct effect on the lives of migrant workers.(Sangmyung University)
