광복 70돌을 맞아 한국어의 변화를 사회문화적으로 접근할 필요가 있다. 언어변화는 좋은 것도 아니고 나쁜 것도 아니다. 문법 규칙에는 규범적 처방규칙과 설명적 기술 규칙이 있다. 전자만 옳다고 할 수는 없다. 변이형이 규범에 어긋나더라도 변이형이 대세로 자리잡았으면 다수형의 논리를 추인하여 개신형으로 인정하고 가르쳐야 한다. 한국어는 위기 상태로 한국어의 변화는 사회경제의 변화와 밀접하다. 도시화와 산업구조의 변화와 방언 소멸의 위기, 저출산과 핵가족 사회와 언어전승의 위기, 대중문화의 확산과 언어 비속화의 위기, 세대 차이의 심화와 세대간 언어불통의 위기, 남북 갈등과 언어 이질화의 위기, 외국어 범람의 위기 등을 겪고 있어 국어대각성을 위한 국어정비운동이 절실하다. 광복 70년 동안 한국어 시대어의 변화는 시대상의 변천을 보여 준다. 아울러 발음, 형태, 통사, 의미 차원의 언어변화도 상당히 나타났다. ㅐ 와 ㅔ의 혼동, 된소리의 확산, 복수 표준형 인정 문제, 형용사 기원법설정(건강하세요, 행복하세요) 필요, 애 불규칙(해, 바래) 설정 문제, 과잉 높임법(나가실게요) 범람 등은 규범의 보전과 개정의 갈등에서처방 규칙과 기술 규칙의 두 축을 조화롭게 제시하는 노력이 요구된다. 21세기 한국어의 국제화를 위해서는 현실언어를 기반으로 규범적처방문법과 설명적 기술문법이 융합된 국제표준문법을 제시할 수 있어야 한다.

In the problems of confusion between ㅐ and ㅔ, proliferation of fortes, acceptance of plural standard forms, setting of the adjective optative and irregular ‘-ㅐ’, and overuse of honorification, the efforts to present prescriptive rules and descriptive rules harmoniously in the conflict between the maintenance of the norms and the modification of the norms
