자치경찰제도 시행 이후 경찰의 재난관리 활동 분석 : 언론자료를 중심으로

Analysis of Police Disaster Management Activities After the Implementation of the Autonomous Police System: Focusing on Media Reports

경찰은 공공의 안녕과 질서유지를 주된 임무로서 활동하고 있다. 특히 과거에는 형사법 중심의 경찰활동이 중시되었으나, 현재 한국사회에서는 자치경찰제도가 도입되면서 경찰이 위험의 예방과 제거로서 사회적 역할을 수행하기를 요구하고 있다. 특히 국민을 지켜야하는 역할에는 치안으로 한정하지 않고 재난과 다양한 안전의 영역까지 포함하고 있어 지역사회에서 경찰은 재난과 안전에 관련된 역할이 점차적으로 중요해지고 있다. 이에 본 연구에서는 자치경찰제도가 시행된 이후 경찰의 재난과 관련된 활동들을 실증적으로 분석함으로서 경찰의 재난관리 역할에 대하여 논의하였다. 이를 위해 경찰의 재난관련 활동에 대한 언론보도 자료를 기반으로 텍스트분석을 실시하였고, 경찰의 재난관리 관련 활동 동향과 수행된 역할에 대하여 분석결과를 통해 도출하였다. 이를 기반으로 자치경찰제도를 시행하고 있는 상황에서 경찰의 재난관리 역할에 대하여 논의하였다.

The police are primarily engaged in maintaining public safety and order. In the past, police activities were focused on criminal law, but with the introduction of the Autonomous Police System in South Korea, there is an increasing demand for police to play a social role in the prevention and elimination of risks. This role extends beyond maintaining public security to include disaster response and various safety areas, highlighting the importance of the police's role in disaster management and safety within local communities. This study analyzes police activities related to disasters following the implementation of the Autonomous Police System, discussing the role of the police in disaster management. To achieve this, a text analysis was conducted based on media reports concerning police disaster-related activities, allowing for an examination of trends and roles performed in disaster management. The findings provide insights into the police's disaster management role in the context of the ongoing implementation of the Autonomous Police System.
