다극화 세계 질서 변화 속 정치 혼란의 이중고: 수단 군벌 갈등을 통해 살펴본 다양한 외부 세력 개입과 국내 정치에의 영향

Double Strain of Political Struggles in a Multipolar World Order: Analyzing the Impact of Diverse External Intervention and Domestic Politics through the Study of Sudan's Armed Conflict

2018년 시작된 수단의 반정부 시위는 오랜 독재자를 축출하였고 수단에 정치적 변화를 가져올 것으로 기대되었다. 하지만 정치적 전환기 속에서 수단 군 내부의 군벌 갈등은 수단에 새로운 정치적 불안정을 불러왔다. 한편, 국제 질서는 중국, 러시아 등의 새로운 세력의 부상 속 다극화 질서가 지배하게 되었다. 그리고 중동 및 북아프리카 지역도 이러한 국제 질서의 다극화 영향권 하에 놓이게 되었다. 다양한 외부 세력들이 메나 지역에서 영향력을 행세하고자 하고 있다. 동시에 메나 지역 내에서도 UAE나 카타르 같은 새로운 행위자들이 사우디 주도의 역내 질서에 반기를 들며 역내 독자적 영향력을 확대하고자 하고 있다. 이러한 역내외 다양한 행위자들의 부상은 이번 수단 군벌 갈등에서도 고스란히 나타났다. 수단의 정치적 불안정을 틈타 다양한 외부 세력들이 수단 국내 정치에 개입하였고 수단의 양 군벌 세력과 연계하여 각자의 이익을 도모하고 있다. 이에 따라, 이번 연구에서는 메나 지역을 둘러싼 국내외 정치 구도 변화 속 수단 군벌 갈등에 연루된 다양한 외부 행위자들과 그들의 영향력을 분석하고자 한다.

The anti-government protests that began in Sudan in 2018 led to the ousting of a long-standing dictator and were expected to bring political change to Sudan. However, during the transitional period, conflicts among warlords within Sudan's military brought new political instability to the country. Meanwhile, the international order has come to be dominated by a multipolar system, with the rise of new powers such as China and Russia. The Middle East and North Africa (MENA) region has also fallen under the influence of this multipolar international order. Various external forces are attempting to exert influence in the MENA region. At the same time, within the MENA region, new actors like the UAE and Qatar are challenging the Saudi-led regional order and seeking to expand their own influence in the region. The rise of these various regional and external actors is also clearly reflected in the current Sudan armed conflict. Taking advantage of Sudan's political instability, various external forces have intervened in Sudan's domestic politics, aligning with the two military factions to pursue their own interests. Therefore, this study aims to analyze the various external actors involved in the Sudanese warlord conflict within the context of changing domestic and international political dynamics surrounding the MENA region and their influence.
