The Intergovernmental Aid and Local Fiscal Response: Focused on Water and Wastewater Expenditures in Nebraska

본 연구는 정부간 보조금의 지방정부의 상하수도 지출에 미치는 영향에 대한 분석을 통해 정부간 보조금에 fungibility 또는 bandwagon(역-fungibility)효과가 존재하는지 확인하는데 목적이 있다. 지방정부는 정부간 보조금에 대해 이러한 보조금의 유형 및 의사결정구조에 따라 다른 방식으로 반응할 가능성이 존재한다. 이러한 fungibility 또는 bandwagon 가설을 검증하기 위해 본 연구는 2010년부터 2018년까지 미국 네브라스카 주의 143개 지방정부를 분석 대상으로 하여 패널 데이터 분석을 실시하였다. 분석결과를 살펴보면, 선행연구와 달리 조건부 보조금의 경우 상하수도 지출에 있어 fungibility 또는 bandwagon 효과가 존재한다는 증거가 발견되지 않았다. 그러나, 무조건부 보조금의 경우 상하수도지출에 bandwagon효과를 발생시키는 것으로 확인되었다. 이러한 결과는 연방정부가 지방정부에 보조금을 지급함으로써 연방정부의 정책 방향에 순응(특정서비스 공급)하도록 하는 효과를 가져오고 있지만 다른 공공서비스(또는 운영유지비용)에 쓰이는 재원까지 특정서비스에 지출하도록 하는 의도치 않는 결과를 초래할 수 있음을 보여주고 있다. 본 연구는 이러한 분석 결과를 바탕으로 하여 연방정부 및 주정부와 지방정부가 공급에 직간접적으로 참여하는 다층적 거버넌스 구조하에서 상하수도 서비스와 같은 필수 공공재 공급에 있어 이전 재원 등을 포함한 정부 간 관계에 대한 정책적 함의를 제시하고 있다.

This study aims to verify the fungibility or bandwagon effects of intergovernmental transfers by exploring their fiscal impact on local expenditures for water and wastewater services. Local governments are likely to respond to intergovernmental aid in different ways, depending on the type of transfers and decision-making structures. To test the fungibility and bandwagon hypotheses, this study analyzes 143 municipalities in Nebraska using panel data from 2010 to 2018. Contrary to previous studies, no evidence of fungibility is found in conditional matching transfers for water and wastewater systems. However, unconditional transfers lead to a bandwagon effect, implying increased local spending on water and wastewater services with fungible sources for other public services. These results indicate that intergovernmental funding encourages local expenditures for public services intended by the federal government but may lead to unintended consequences, such as reduced spending on other public services, including operating expenses. Given these results, coordination mechanisms through governance instruments, such as information and goal sharing and contractual agreements, are needed to reconcile policy disparities for public services and address issues arising from the interdependent relationships of multi-level governance structures where federal, state, and local governments are involved in the provision of essential public goods like water and wastewater services.
