음성 망이산성의 보존·정비 및 활용 방안

Plan of the Conservation, Maintenance and Utilization for the Eumseong Mangyisanseong

음성 망이산성은 삼국시대 백제에 의해 축조된 이후 조선시대까지지속적으로 운용된 산성으로서, 역사·문화적으로 중요한 위치를 차지하고 있는 ‘연속 유산’이다. 본고에서는 음성 망이산성의 보존·정비 및활용 방안을 수립하기 위해서 성곽유적 가운데 주요사례를 분석하여비교·검토하였다. 음성 망이산성에 대한 보존·정비 및 활용의 기본방향은 문화재의가치를 훼손하지 않고 원형 보존이라는 원칙을 준수하면서 보존과 정비, 활용이 서로 조화를 이룰 수 있는 방안을 마련해야 한다. 이를 위해서 체계적인 학술조사(시·발굴조사) 및 학술연구가 가장 먼저 선행되어야 하고, 그 결과가 보존·정비 및 활용에 잘 반영되도록 해야한다. 현대 사회에서 문화재의 보존과 관리는 여러 측면에서 상호 유기적인 결합이 이루어졌을 때, 그 효과가 극대화될 수 있다는 점을 인식하는 바, 음성 망이산성의 효율적인 관리를 위해서 학술적, 행정적, 경제적 측면으로 구분하여 살펴보았고, 이에 따른 몇 가지 방안을 제시해보았다. 음성군은 망이산성의 보존과 관리 및 사적 승격을 위해서 종합정비계획을 수립하는 등 관련 사업을 확대할 예정인데, 앞으로 진행될 음성 망이산성의 보존·정비 및 활용이 이후 문화재 관리의 지표가 될 수있기를 바란다.

Eumseong Mangyisanseong(望夷山城, Mangyi mountain fortress) that was built by Baekje during the Three Kingdoms Period and continued to be operated until the Joseon Dynasty, is a 'Serial Properties' that has an important role as a historical and cultural position. In this paper, in order to plan the conservation, maintenance, and utilization of Eumseong Mangyisanseong, we analyzed and compared and reviewed major cases among other fortresses. The basic direction to the conservation, maintenance and utilization of Eumseong Mangyisanseong is to come up with a way to harmonize the conservation, maintenance and utilization of cultural properties while observing the principle of preservation of the original form without damaging the value of cultural properties. To do this end, systematic scholarly excavation (preliminary and excavation research) and academic research should come first, and the results should be well reflected in conservation, maintenance, and utilization. Recognizing the conservation and management of cultural assets in modern society can be maximized , when they are organically combined in a variety of aspects, we explored the academic, administrative, and economic aspects respectively for efficient management of Eumseong Mangyisanseong and suggested several solutions accordingly. Eumseong-gun is planning to expand related projects, such as establishing a comprehensive maintenance plan for the conservation and management of Eumseong Mangyisanseong and its promotion as a historic site. and the plan carried out in accordance with the above principles and measures is expected to serve as an indicator for future cultural heritage management.
