基于层次分析法的社区矫正对象效果评估指标体系研究

Research on the Correction Effect Evaluation Index System of Community Corrections Subjects based on Analytic Hierarchy Process

Community correction is an important way of penalty execution. Evaluating the correction effect of community correction objects is an indispensable part of community correction work. The evaluation results not only test the effectiveness of community correction measures, but also provide reference for self-evaluation of community correction objects. At present, the theoretical research on correction effect evaluation of community correction objects is insufficient in our country, the practical application is relatively lagging behind, the importance of correction effect evaluation is not recognized, and the correction effect evaluation indicators are highly subjective. Therefore, it is necessary and important to build a correction effect evaluation system for community corrections subjects. The selection of correction effect evaluation indicators for community correction objects needs to adhere to the principles of systematicness, scientificity, objectivity, and operability, use a combination of qualitative and quantitative methods to determine the weight of the evaluation indicators, and implement them after testing, so as to increase the scientificity of the correction effect evaluation system and promote the high-quality development of community corrections work.

社区矫正是刑罚执行的重要方式。评估社区矫正对象矫正效果是社区矫正工作不可或缺的环节，评估结果既是对社区矫正措施有效性的检验，也为社区矫正对象自我评价提供参考。目前我国社区矫正对象矫正效果评估的理论研究关照不足，实践应用相对滞后，未认识到矫正效果评估的重要性，且矫正效果评估指标的主观性较强，因此，建构社区矫正对象矫正效果评估体系必要且重要。社区矫正对象矫正效果评估指标的选取需要坚持系统性、科学性、客观性、可操作性原则，运用定性与定量相结合的方式，确定评估指标的权重，并经过试验检验后推行，以提高矫正效果评估体系的科学性，促进社区矫正工作高质量发展。
