With the continuous enhancement of China’s comprehensive national strength, external publicity has become an important means of showcasing the country’s image and conveying China’s voice. In this process, the translation of government and party documents plays a crucial role, as translation is not only a tool for linguistic transformation but also a means of accurately conveying the political stance and core ideas of the original text. The translation of such documents requires the translator to consider not only linguistic conversion but also the political, cultural, and historical contexts. The German functionalist translation theory, particularly Skopos theory, provides valuable theoretical guidance for the translation of government and party documents. Based on the core principles of Skopos theory, this paper analyzes the applicable strategies and key principles to be observed in the translation of government and party documents for external publicity.

随着我国综合国力的不断提升，外宣成为展现国家形象、传递中国声音的重要方式之一。在外宣过程中，党政文献的外宣翻译有着举足轻重的地位，翻译不仅是一种语言转化的工具，更是对原文政治立场、核心思想的准确传递。党政文献的翻译要求译者在语言转换的同时，兼顾政治、文化和历史语境。德国功能派翻译理论中的“翻译目的论”对于党政文献翻译有着理论指导意义。本文将基于“翻译目的论”的核心原则，分析党政文献翻译中的可用策略以及应该把握的一些原则。
