지방보조사업 운용평가체계의 재설계 방향 - 경기도의 사례를 중심으로

Redesign Directions for the Operation Evaluation System of Local Subsidy Projects: Focusing on the Case of Gyeonggi-Do

본 연구는 지방보조사업 운용평가체계를 재설계하려는 목적을 가지고 수행하였다. 특히, 본 연구는 지방보조사업 운용평가제도의 심층적인 검토를 위하여 경기도라는 특정 사례지역을 선정한 후 구체적으로 살펴보았다. 연구목적의 달성을 위하여 관련 법령과 선행연구 등을 검토하였고, 각종 통계자료에 대한 분석을 실시하였으며 전문가 자문과정을 거쳤다. 연구결과를 보면 다음과 같다. 평가주체는 자체평가의 경우 지방보조사업 수행 실·국장, 심층평가는 전문기관으로 제안하였다. 평가대상은 자체평가와 심층평가로 구분하여 제안하였다. 자체평가는 모든 보조사업을 평가대상으로 제안하였고, 심층평가는 성과평가와 유지필요성평가로 구분하여 대안을 제안하되 범위에 차이를 두었다. 평가기준은 자체평가와 심층평가 그리고 성과평가와 유지필요성 평가로 구분하여 제시하였다. 이때 행정안전부가 제시하고 있는 표준안에 근거하되 사업계획, 사업관리, 사업성과라는 3개의 분야는 유지하고 평가항목은 자체평가의 경우 객관적 기준, 심층평가의 경우 질적 기준을 적용할 수 있도록 기준을 개발하였으며, 평가항목별 배점 역시 전문가의 자문을 통해 각 기준별로 제시하였다.

This study was conducted with the purpose of redesigning the operation evaluation system of local subsidy projects. Specifically, the study selected Gyeonggi-Do as a specific case area to conduct an in-depth review of the local subsidy project operation evaluation system. To achieve the research objectives, relevant laws and previous studies were reviewed, various statistical data were analyzed, and expert consultation processes were conducted. The research findings are as follows: For the evaluation subjects, it was proposed that the directors of the departments performing local subsidy projects conduct self-evaluations, while in-depth evaluations are carried out by specialized institutions. The evaluation targets are divided into self-evaluation and in-depth evaluation. Self-evaluation is proposed for all subsidy projects, while in-depth evaluation is divided into performance evaluation and evaluation for determining continuation or termination, with different scopes suggested for each. The evaluation criteria are presented separately for self-evaluation, in-depth evaluation, performance evaluation, and evaluation for determining continuation or termination. Based on the standard proposals presented by the Ministry of the Interior and Safety, three areas are maintained: project planning, project management, and project performance. For self-evaluation, objective criteria were developed, and for in-depth evaluation, qualitative criteria were applied. The scoring for each evaluation item was also presented according to each criterion through expert consultation.
