정부규모(size)에 대한 영향요인 분석: 주요 행정가치에 대한 국민의 인식을 중심으로

Analysis of Factors Affecting Government Size: Focusing on Public Perceptions of Key Administrative Values

공무원 인력이나 예산과 같은 정부규모(size)는 정부수립 이후 지속적으로 증가하여 왔다. 정부규모의 증가에 대한 부정적인 시각과 경제성장을 위한 불가피한 선택이라는 나름의 긍정적인 시각이 공존하고 있다. 이러한 복잡한 상황에서 본 연구는 정부규모증가에 긍정적인 영향을 미치는 요인을 국민인식에 초점을 두고 분석하였다. 분석결과를 요약하면 다음과 같다. 첫째, 정부규모증가에 통계적으로 긍정적인 요인으로 작용하는 변수로는 공무원의 전문성(.134), 청렴성(.111), 효율성(.315), 투명성(.067) 변수로 나타났다. 인구통계학적 변수로는 연령(-.161)이 낮을수록, 정부규모(size)가 증가되는것에 긍정적인 시각을 지니고 있었다. 반면에 공무원의 책임성(.026)과 혁신성(.068)은 정부규모에는 통계적으로 아무런 영향을 미치지 않는 것으로 나타났다. 본 연구는 기존 연구에서는 좀처럼 시도하지 않았던 정부의 행정가치와 정부규모(size)와의 인과관계를 살펴보았다는 점, 특히 국민입장에서 공무원들이 어떤 가치를 충실하게 수행할 때, 정부규모가 증가되는것에 대해 긍정적인 인식으로 작용하는지를 실증적으로 살펴보았다는 점에서 학술적 가치를 지닌다고 하겠다.

The government size, including civil service workforce and budget, has continuously increased since the establishment of modern states. There are both negative perspectives, which view this expansion unfavorably, and more positive viewpoints, which regard it as an inevitable choice for economic growth. In this complex context, this study focuses on analyzing the factors that positively influence public perception of government size. The findings of the analysis are summarized as follows: First, the variables that statistically positively affect the perception of increasing government size are civil servants' expertise (.134), integrity (.111), efficiency (.315), and transparency (.067). Demographically, the younger the age (-.161), the more positive the view of increasing government size. On the other hand, civil servant accountability (.026) and innovation (.068) were found to have no statistically significant impact on government size. This study has significant value as it explores the causal relationship between administrative values and the size of government, which is rarely attempted in existing studies. In particular, its academic contribution lies in empirically demonstrating how the public forms a positive perception of increasing government size when civil public officials pursue certain administrative values.
