지방자치단체 도·기초 간 도비보조금의 효율적인 운영을 위한 제도개선 연구

The Strategic Improvement for Efficient Operation of Provincial Subsidies between Province and Its Local Governments

도비보조금제도는 대표적인 지방재정조정제도의 하나로서 광역-기초 간 재정운용 상황에서 기초자치단체의 부족한 재원을 지원하는 중요한 역할을 하고 있다. 본 연구의 목적은 광역자치단체와 기초자치단체들 간의 상대적 재정여력이 변화하는 상황 속에서 도비보조금제도의 운용 현황을 분석하여 투명하고 효율적인 재도운영을 위한 개선방안을 제시하는 것이다. 본 연구의 대상은 광역자치단체와 하위 기초자치단체 간의 도비보조금 제도이다. 이에 따라 기초자치단체의 세출예산 비중에서 시도비 증가폭과 시·군비 증가폭 변화를 확인해 보았다. 또한 광역･기초자치단체 사례분석(경기도)을 실시하고 가용재원 변화 추세 분석 및 광역-기초 간 상대적 재정여건 변화 분석 등을 실시하여 도비보조금 운영 현안을 분석하여 효과적인 제도 운영을 위한 개선방안을 제시하였다.

The provincial subsidy system is one of the representative local financial adjustment systems, supporting the insufficient financial resources of local governments between province and its local governments. This research provides the analysis the current operation of the provincial subsidy system, in the context of which changing relative financial capacities, between state and local governments, and to propose improvement measures for transparent and efficient fiscal budget system operation. The research focuses on the provincial subsidy system between province and subordinate local governments. Accordingly, the changes in the growth rate of states and local governments funds were examined based on the expenditure budget share data of local governments. Furthermore, this research conducted a case study of Gyeonggi-do, analyzing changes of the capacities of financial resources and changes in the relative financial conditions between province and its subordinate local governments, identifying current issues in the operation of the provincial subsidy system and proposing the improvement measures for its effective operation.
