애국계몽운동기(1905-1910) 사립사범학교 사례연구: 사립진주사범학교의 설립과 운영

Establishment and Operation of Private Jinju Normal School during the Enlightenment Movement Period (1905-1910)

본 논문은 애국계몽운동기(1905-1910) 사립사범학교의 사례연구로서 사립진주사범학교의 설립과 운영의 실태를 파악하고 그 역사적 의의를 규명하며, 나아가 오늘날 진주교육대학교의 기원에 대해서도 재고하는 것을 목적으로 했다. 그 결과는 다음과 같다. 사립진주사범학교의 토대인 진주 낙육재는 1897-1900년 사이에 설립됐다. 이를 토대로 1906년에 계몽운동의 흐름 속에서 경남의 지역유지와 계몽운동집단은 사립진주사범학교를 설립했다. 그만큼 사립진주사범학교는 ‘사립’을 표방했으나, 실제로는 공공적 성격을 갖고 있었다. 이는 경남의 각 사립학교 교사를 양성하고 공급하는 역할을 담당했다. 그런데 1907년에 사립진주사범학교는 낙육학교 또는 낙육고등학교로 교명이 변경됐다. 이는 학부의 일본인 관리들이 제정한 「사범학교령」이 사립사범학교의 설립･운영을 허용하지 않았기 때문이다. 그럼에도 불구하고 낙육고등학교는 여전히 사범교육을 실시했다. 그러나 1909년에 낙육고등학교는 관찰사 황철의 방해에 의해 운영이 중단됐다. 이후 1910년에 황철은 낙육재를 토대로 공립진주실업학교를 설립했다. 결론적으로 사립진주사범학교는 애국계몽운동기 경남에서 설립된 최초의 교원양성기관이라는 점, 경남 지역 ‘민’의 힘에 의해 설립됐다는 점, 국권회복을 위한 인재양성을 목적으로 했다는 점, 그리고 실제로도 낙육고등학교로 교명을 변경하면서까지 경남 지역의 사립학교 교사를 양성하고 공급하는 역할을 담당했다는 점에서 그 역사적 의의가 크다.

This study focuses on the establishment and operation of the Private Jinju Normal School (PJNS) during the Enlightenment Movement Period (1905-1910), to clarify its historical significance, and reconsider the origin of Chinju National University of Education today. The results are as follows. Jinju Nakyukjae, the foundation for the PJNS, was initiated between 1897 and 1900. Based on this, the local magnates and the Enlightenment movement group in Gyeongnam established the PJNS in 1906. As such, PJNS advocated for “private,” but in reality, it had a public character. It played a role in training and supplying teachers to private schools in Gyeongnam. However, in 1907, PJNS was converted to Nakyuk School or Nakyuk High School. This is because the Normal School Decree enacted by Japanese officials in the Ministry of Education did not allow the establishment and operation of the PJNS. Nevertheless, Nakyuk High School inherited the PJNS. However, in 1909, Nakyuk High School was discontinued due to the interference of Hwang Cheol, a Gyeongnam observer. In 1910, he established the Public Jinju Vocational School based on Nakyukjae. PJNS has great historical significance, as it was the first teacher training institution established in Gyeongnam during the Enlightenment Movement Period. It was established by the power of the “people” in Gyeongnam and not the “government,” aimed at nurturing talent for the restoration of national authority, and played a role in training and supplying teachers of each private school in Gyeongnam even after changing the school name to Nakyuk High School.
