U.S. Foreign Strategy and Multilateral Structures on China from Diversification to Discouragement: Multilateral Diplomacy Perspective

본 연구는 바이든 행정부가 추진하는 미국의 대외정책, 구체적으로 미중 관계를 진단하는 것이 목적이다. 바이든 행정부의 시작부터 현재까지 다양한 접근으로 중국에 대한 관여를 조사한다. 기존에 바이든의 미국이 중국을 상대로 내세운 의제는 분야별로 경쟁하고 협력하며 맞서자는 것이었으나, 근래 분위기가 바뀌었다. 각각의 사례를 다르게 보려 했지만, 구분이 상당히 모호했다. 바이든은 트럼프와 달리 기존의 미국 동맹국과 파트너들을 최대한 활용해 중국을 견제하고자 했고, 동맹을 규합하는 데 집중했다. 본고에서 미국의 다자 외교에서 대중 접근 방식의 변화를 밝히고 그 변화의 원인과 이유를 알아보고자 한다. 미국은 4자 안보대화(Quad), 한미일 3자 협력, 미국-영국-호주 (AUKUS) 협정 등 다각화되고 다양한 외교 채널을 통해 중국을 견제했지만, 인도와 호주를 비롯한 다른 나라들의 협력이 미국의 의도와 같지 않은 상황이다. 이에 미국은 일본, 한국과의 3자 협력에 의존해 중국을 견제하고 있다. 그러다 전쟁이 발생하면서 미국이 구축한 규정에 기반한 국제질서가 어느 정도 흔들리게 됐다. 미국의 많은 동맹국이 워싱턴과 베이징 사이에서 유연한 외교적 접근을 하고 있다. 국제사회에서는 전쟁이 발생했기 때문에 미국이 확립한 규정에 기반한 국제질서가 어느 정도 흔들렸다고 볼 수 있다. 많은 미 동맹이 미중 사이에서 외교적으로 유연하게 접근하고 있다. 결국, 현재 미국은 다자 외교에서 중국에 강경한 입장을 고수하고 있으나, 양자 관계에서는 유화적인 면모를 보이는 상황에 직면해 있다. 미국은 중국과의 관계를 다양화하면서도 위협을 줄이되, 탈동조하지 않기로 했다.

The purpose of this paper is to present the U.S.’ foreign policy pursed by the Biden administration, specifically U.S.-China relations. This paper scrutinizes Biden’s engagement to China with diversified accesses from the onset of his term to the present. Previously, Biden’s U.S. made agenda against China was to compete, cooperate, and confront sector-by-sector, however, the recent atmosphere has changed. Despite the change to the Biden administration, the United States continued its strong policy toward China. Unlike Trump, Biden wanted to make the most of existing U.S. allies and its partners to keep China in check, and focused on rallying the alliance. This paper reveals the changes in the United States approach to China and investigates the cause and reason for such a shift. The U.S. contained China through diversified diplomatic channels, such as the Quadrilateral Security Dialogue (Quad), U.S.-led trilateral cooperation, and Australia-United Kingdom-United States (AUKUS) deal, but due to the somewhat limited cooperation by other countries, the U.S. is trying to check China through trilateral cooperation with Japan and South Korea added. And then, a couple of wars have emerged, so the rules-based international order established by the U.S. has been shaken to some extent, most of all, many U.S. allies are taking a flexible diplomatic approach between Washington and Beijing. It can be evaluated the U.S.’ diplomatic approach to containing China has become somewhat weaker than originally conceived. On the contrary, the U.S. trade volume to China has been surged in recent years, Washington is taking a conciliatory approach to Beijing in bilateral relations.
