전공자율선택제(무전공제) 현황과 운영의 방향성

Current Status of the Autonomous Major Selection System (Undeclared Major System) and the Direction of Operation

본고는 대학의 전공자율선택제의 현황과 그 운영의 방향성에 대해 연구한 논문이다. 이를 위해 무전공제의 개념부터 함의, 현황 등을 살펴보았고 운영의 방향성에 대해 의견을 개진하였다. 나아가 무전공제가 대학의 교육에 어떤 영향을 미칠 것인가에 대해서도 추론하였다. 전공자율선택제는 무전공제, 광역화, 자유(자율)전공학부 등 여러 명칭으로 불리는 데 공통적인 내용 은 신입생이 학과를 정하지 않고 입학한 후, 1년간 공부한 후 전공(학과)을 선택하는 것을 말한다. 무전공제는 그 장단점이 존재하는 데 과거 무전공제를 실시한 결과에 의하면 긍정적인 측면보다는 부정적인 평가가 더 많았다. 교육부의 정책에 의해, 2025학년도부터 더욱 본격화되는 무전공제에 대해 각 대학은 철저한 준비를 할 수밖에 없는 상황이다. 이에 무전공제가 잘 운영되어 긍정적인 측면으로 갈 수 있도록 하기 위해서는 몇 가지 고려 사항이 있다. 가르치는 주체의 문제, 가르치는 교과목과 교육과정, 무전공 학생들의 관리 문제, 학교의 행정지원 등이 그것이다. 이를 각 대학교가 꼼꼼히 점검하고 선제적으로 준비해야 하기 때문에 이에 대한 의견을 제시하였다. 중요한 지점은 대학의 근본이 무엇이고, 무엇을 가르쳐야 하며, 인재는 어떻게 길러낼 것인가, 미래 교육은 어떻게 할 것인가라는 물음에 무전공제도가 자신있게 답을 할 수 있어야 비로소 이 제도가 각 대학에 안착할 수 있을 것이다. 또한 학문도 균형있게 발전할 수 있을 것이다.

This paper is a study on the current state of the university's the autonomous major selection system and the direction of its operation. To this end, we examined the concept, implications and current status of the undeclared major system, and expressed opinions on the direction of operation. Additionally, it assesses the potential impact of this system on university education. The autonomous major selection system, known by various names such as the Undeclared Major System, Wide-Area System, and Liberal (autonomous) Major Department, allows students to enter university without committing to a specific department. Students typically spend one year studying broadly before choosing a major. While this system has its advantages and disadvantages, past implementations have generally received more negative feedback than positive. Due to policies from the Ministry of Education, universities must thoroughly prepare for the non-major system, which will be implemented in earnest starting from the 2025 academic year. Several considerations are crucial to ensure the successful operation of the Undeclared Major System. Universities need to carefully examine and proactively address issues such as curriculum design, student management, and administrative support. Opinions on these matters have been presented in this paper. The critical point is that the non-major system must robustly address the fundamental questions of what a university's core mission is, what should be taught, how to cultivate talent, and how to provide education for the future. Only then can this system be effectively established in each university, ensuring a cohesive academic ecosystem.
