Sino-African Relationship : Partner for Developmentor 21stCentury Coloniser

본 논문의 목적은 21세기 중국-아프리카 관계의 성격과 범위에 대한 논의이다. 먼저 근대 이전 시대, 식민지 시대, 그리고 냉전 시대에서의 중국과 아프리카의 관계에 대해 살펴본 후, 현대 중국의 외교적, 경제적, 그리고 군사적 차원의 대아프리카 정책에 대해 고찰하였다. 또한 아프리카 내에서의 전반적인 대중국정책에 있어, 주로 외교적 지원에 대해 주목하였다. 이는 특히 대만의 지속적인 고립과 더 넓게는 미국의 패권에 대한 대안으로서 중국에 용이한 것이다. 또한 중국의 경제적 목표, 특히 석유를 둘러싼 자원 획득과 이에 대한 아프리카의 긍정적인 시각에 대해서도 분석한다. 본 논문은 결론으로써 대아프리카 관계에 있어 중국의 가능성 높은 전략적 목표를 논의한 후, 중국-아프리카 관계에 대한 현재의 논의들은 지나치게 단순화 되어있음을 지적하며, 이는 결국 다양한 면을 가진 중국-아프리카 관계의 속성을 이해하는데 부족함을 지적하고자 한다.

This paper examines the nature and scope of Sino-African relations at the beginning of the 21stCentury. It examines the history of the relationship in the pre-modern, colonial and Cold War eras, and then considers the modern Chinese use of the political and diplomatic, economic, and military levers of national power. It outlines overall Chinese policy aims in Africa, notably the gaining of diplomatic support, specifically for the continued isolation of Taiwan, and more generally as an alternate focus to the US hegemony. Chinese economic aims, particularly access to resources, notably oil, are examined, as is the generally positive African view of the developing relationship. In conclusion, the paper summarises likely Chinese strategic aims and recognises that the current models for the Sino-African relationship are overly simplistic and fail to allow understanding of its multi faceted nature.
