When studying foreign information ethics norms, researchers tend to focus on developed countries in Europe and America, paying less attention to African countries. The first African Information Ethics Conference held on February 7, 2007 attracted the participation of about 100 ethicists, policymakers, and computer scientists from Africa and the world, and the famous “Tshwane Declaration” was adopted at the conference. On the basis of a brief description of the development, evolution and application of information ethics, the background and process of the promulgation of the declaration are analyzed, and its impact on African information ethics and management in building an African information society, the quality of information education, information supervision, and globalization are revealed. This paper summarizes the value reconstruction path of information ethics governance in Africa, hoping to provide reference for future information ethics research in my country.
在研究国外信息伦理规范时,研究者往往将目光集中于欧美发达国家,而较少关注非洲国家。2007 年2 月7 日召开的首届非洲信息伦理学会议吸引了来自非洲和全世界大约100 名伦理学家、政策制定者、计算机科学家的参与,并在会议上通过了著名的《茨瓦内宣言》。在简述信息伦理学发展演变和应用状况的基础上,分析了该宣言颁布的背景及其过程,揭示了其对非洲信息伦理与管理在构建非洲信息社会、信息教育质量、信息监管、全球化等伦理维度上的深远影响,归纳总结了非洲信息伦理治理的价值重构路径,以期为我国未来信息伦理研究提供借鉴和参考。
