This study focuses on China’s strategies and practices in responding to international public opinion challenges and enhancing its international communication capabilities in the post-pandemic era. Against the backdrop of the dominance of Western communication systems, China faces pressures from negative narratives such as the “China threat theory”. Therefore, China needs to gradually transition from the traditional “go out” strategy to a “go in” model to strengthen its cultural soft power and international discourse power. Furthermore, the paper discusses China’s efforts to expand a multi-level communication network, export cultural products, and promote civilization exchanges through multilateral platforms like the Belt and Road Initiative. It emphasizes the importance of constructing a multi-subject collaborative communication network and the critical role of public participation. The analysis suggests that China can seize the initiative in global public opinion by proactively setting agendas and innovating its narrative system, thereby shaping a positive national image and promoting international understanding and recognition of China’s development path. The study concludes that enhancing international communication capabilities is not only a key approach to shaping the national image but also a crucial strategic measure for supporting global governance and deepening international cooperation.
本研究聚焦于中国在后疫情时代应对国际舆论挑战、提升国际传播能力的策略与实践。在西方传播体系占据主导地位的背景下,中国面临着“中国威胁论”等负面叙事的压力。因此,中国需要逐步从传统的“走出去”策略转型为“走进去”模式,以增强文化软实力与国际话语权。此外,文章探讨了中国通过拓展多层次传播网络、输出文化产品、借助“一带一路”倡议等多边平台推动文明互鉴的努力,并强调多主体协同传播网络的构建及民间力量参与的关键性。分析认为,中国可通过主动议题设置与创新叙事体系争取全球舆论的主动权,塑造积极国家形象,以推动国际社会对中国发展路径的理解和认同。研究表明,提升国际传播能力不仅是塑造国家形象的关键途径,更是助力全球治理、深化国际合作的重要战略举措。
