속초~러시아 북방항로 국제여객선 운항 정상화를 위한 국제문화교류협력 연구

A Study on International Cultural Exchange and Cooperation to Normalize the Operations of International Passenger Ships on the Sokcho-Russian Arctic Route

최근 속초∼러시아 북극항로 국제여객선 운항 등을 적극적으로 추진하던 우리나라 국제역객선사가 한-러 관계 악화로 사업을 중단한 상태이다. 이에 본 연구는 다양한 문화교류협력 방안을 종합적으로 추진함으로써, 한국과 러시아가 더욱 긴밀한 협력관계를 구축할 수 있다는 믿음 아래 다각적으로 문화교류협력을 추진한다면 양국의 관계 증진과 속초∼러시아 국제여객선의 정상적인 운항에도 이바지할 방안에 집중했다. 이에 본 연구는 지속적인 한-러 관계회복 노력을 시도해야 한다는 점에서 속초~러시아 북극항로 국제여객선 운항 정상화를 위한 국제문화교류협력 차원의 접근 전략으로 추진할 방안을 고찰하는 것을 연구목적으로 했다. 이를 위해 관련 선행연구와 단행본, 정부간행물, 신문기사 등을 집중적으로 분석하여 문헌 고찰하였다. 연구결과, 속초-러시아 간 북극항로를 통한 국제여객선 운항 정상화를 위한 국제문화교류협력 방안을 다음과 같이 제시하였다. 첫째, 민간부문 문화 페스티벌 및 교류협력 행사의 지속적 개최이다. 둘째, 교육 및 학술교류협력 프로그램의 체계적 개발과 추진이다. 셋째, 관광 및 경제교류협력의 전략적 강화를 제시하였다. 물론 이렇게 단순하게 속초~러시아 간 북극항로를 통한 국제여객선 운항이 정상화하기는 힘들지만, 국제여객선 운항에 대한 적극적인 양국 민간차원의 문화교류협력을 위한 다양한 노력을 해야 한다. 또한, 한-러 정부 간 관계 정상화를 위한 외교정책 차원의 지원이 뒤따라야 한다.

Recently, Korean international passenger ship companies that were actively promoting operations on the Sokcho-Russia Arctic Route have suspended their services due to the deterioration of Korea-Russia relations. Accordingly, this study focused on ways to promote cultural exchange cooperation, believing that Korea and Russia can build a closer cooperative relationship by comprehensively implementing various cultural exchange cooperation plans. This, in turn, could contribute to the improvement of relations between the two countries and the normalization of international passenger ship operations on the Sokcho-Russia Arctic Route. The study aimed to examine strategies to promote international cultural exchange cooperation for the normalization of international passenger ship operations on the Sokcho-Russia Arctic Route, considering the need for continuous efforts to restore Korea-Russia relations. To this end, a literature review was conducted by intensively analyzing related prior studies, monographs, government publications, and newspaper articles. As a result, the following international cultural exchange cooperation plans were proposed for the normalization of international passenger ship operations on the Sokcho-Russia Arctic Route: 1) Continuous holding of private sector cultural festivals and exchange cooperation events. 2) Systematic development and promotion of educational and academic exchange cooperation programs. 3) Strategic strengthening of tourism and economic exchange cooperation. Of course, simply normalizing international passenger ship operations on the Arctic route between Sokcho and Russia is challenging. However, various efforts should be made for active cultural exchange cooperation at the private level in both countries. Additionally, support at the diplomatic policy level should follow to normalize relations between the Korean and Russian governments. It is necessary to strengthen the international passenger ship promotion program between Sokcho and Russia, conduct intensive pre-promotion and recruitment through domestic and international travel agencies, and actively consider operating cultural and artistic programs provided by Gangwon-do, the host city of the Olympics, permanently through the Russian international passenger ship port.
