A Study on the Policy of Lifelong Education for the New Elderly

본 연구는 신노년층을 위한 평생교육 정책방안을 제안하는 것을 목적으로 한다. 이를 위해 신노년층이 대상자로 포함된 조사 및 연구자료를 재분석하여 신노년층의 특성 및 교육요구를 파악하였고, 국가 및 지자체의 신노년층 평생교육 관련 법·제도와 이에 따른 각종 계획과 정책사업을 분석하였으며, 관련 연구를 수행한 전문가 및 현장 전문가와 면담을 통해 분석 결과를 확인하고 정책방안의 타당성을 검토하였다. 그 결과 5개 영역에서 신노년층 평생교육 정책 전환의 방향을 도출하였고 이를 토대로 첫째, 신노년층이 퇴직 및 노년기로의 생애전환 과정에서 겪는 변화에 대처하도록 지원하는 생애전환교육, 둘째, 사회에 대한 공헌과 영향력의 발휘 그리고 노년기 초월적 요구를 포괄할 수 있는 균형 잡힌 노후생활교육, 셋째, 대학의 평생교육체제, 대학의 평생교육원, 전문대 직업교육을 연계하는 노인 친화적 대학 운영, 넷째, 노인교실과 읍면동평생학습센터 등 생활권 평생교육시설을 활용한 풀뿌리 노인교실 운영, 다섯째, 신노년의 전문성을 활용하고 세대간 이해와 연대를 제고하는 사회공헌형 노인교육이라는 정책방안을 제안하였다.

The purpose of this study is to propose a lifelong education policy for the new elderly. To this end, the characteristics and educational needs of the new elderly were identified by re-analyzing national surveys and research data which included the elderly as subjects, analyzed laws related to lifelong education for the new elderly, and various plans and policy projects of the national and local governments. Data analysis results were confirmed through interviews with field experts and researchers who conducted related research, and the validity of policy proposals was reviewed. The result was the direction change of lifelong education policies for the new elderly in five areas. Based on this, five policy plans were proposed: life transformation education that supports the new elderly to cope with the changes they experience in the process of retirement and transition to old age; second, balanced retirement life education that can encompass contributions and influences to society; third, the operation of an senior-friendly university that links the lifelong education system of universities, lifelong education centers of universities, and vocational education of vocational colleges; fourth, grassroots classes for the elderly using lifelong education facilities in the living area such as classes for the elderly and lifelong learning centers in Eup, Myeon, Dong, and fifth, a social contribution type of education that utilizes the expertise of the elderly and enhances understanding and solidarity between generations.
