A Study on Enhancing the Competitiveness of Foundry Industry in Korea: Based on the Modified Diamond Model

Purpose: The purpose of this paper is to explore ways to enhance the competitiveness of the Korean foundry industry. As the global semiconductor supply chain is undergoing recent restructuring, major countries are implementing various policies to attract foundry operations domestically. Ensuring the competitiveness of Korea’s foundry sector is crucial for the stable and sustainable growth of the domestic semiconductor industry in the face of these environmental shifts. Research design, data, and methodology: For this study, Michael Porter’s diamond model was modified. Porter suggested that four domestic conditions determine a country’s industrial competitiveness. However, companies with high dependence on global markets, such as those in Korea, enhance their competitiveness by leveraging international markets. In addition, given the significant role of government in the development of the Korean semiconductor industry, government support was included and analyzed as part of the five conditions. Results: Among the four internal factors initially presented in Porter’s diamond model, it was found that Korea also had competitiveness in the production factor. However, the remaining three factors were analyzed as inferior to the competition in domestic conditions. It was found that it was necessary to make good use of the overseas environment. And it is true that the government’s role played a major role in the development of the semiconductor industry in Korea. However, government support did not show great results in the foundry sector. In order for Korea to remain competitive in the recent global semiconductor competition, bold government support is needed. Implications: This study found that to strengthen the competitiveness of Korea’s foundry industry, it is essential to leverage foreign companies and markets, not only under domestic conditions but also through international relations. As major countries are actively supporting their foundry sectors, increased support from the Korean government is also needed to enhance competitiveness.
