산업 유산의 기억문화와 전시 강제 노동 - 독일 루르 광공업을 중심으로

Memory of Forced Labor as Reflected in Industrial Heritage in the Ruhr Coal-Mining Region

이 연구는 국제적 성공으로 평가되는 루르 지역 산업 유산에서 나치 강제 노동의 기억을 다룬다. 산업 유산의 독일적 판본인 ‘산업문화’는 노동에 관한 관심과 존중에서 출발했고, 강제 노동은 이 광공업 지역의 노동사, 산업사, 기업사에서 중요한 부분이다. 탈산업 시대에 지나간 산업화 역사를 기억, 해석, 재현하는 공공역사 실천으로서 산업문화는 산업 과거의 불가결한 일부인 강제 노동을 어떻게 재현하는가? 이에 답변하기 위해 이 연구는 강제 노동을 루르 지역 노동사와 이주사의 특별하고도 본질적인 부분으로 맥락화하고, 강제 노동에 관한 독일 사회 기억문화의 변천을 검토하며, 산업문화의 강제 노동 제시와 재현을 대변하는 사례들을 구조화한다. 그 결과는 다음과 같다. 강제 노동 기억의 변천과 제도화는 광범위하고 지속 가능한 기억경관을 남겼다. 산업 유산은 강제 노동을 독립된 주제로 다루기보다 광공업 중심 산업화가 촉발한 대량 노동 이주의 역사적 연속성의 맥락에서 파악하며, 산업 과거의 중요한 일부로서 150년 산업화의 지역사, 기업사, 노동사에 배치한다. 나치 시대 강제 노동 유적의 재활용을 둘러싼 논의는 시대 증인 이후의 시대에 역사적 비극의 의미화를 재고하도록 한다.

This study examines the memory of Nazi forced labor represented in the industrial heritage of the Ruhr region. Forced labor is an indispensable part of the labor, industrial, and company history of this region. Industriekultur, the German version of industrial heritage, started from and emphasizes on respect for labor. How is the memory of forced labor (re)presented in Industriekultur? This article first contextualizes forced labor in the labor and migration history of this coal-mining area. It then reviews changes in the shifts in remembering of forced labor and, finally, structures some cases of public history practices related to this theme. To summarize the findings, the transformation and institutionalization of forced labor memories have left an extensive and lasting memory landscape of this theme. Instead of addressing forced labor as a standalone topic, it is (re)presented as an integral part of the 150 years of industrialization, thus providing a broader context within labor migration, company, and local history. The current debate surrounding the repurposing of forced laborer barracks from the Nazi regime compels us to reconsider the implications of dealing with historical atrocities in a post-witness era.
