대한민국 국제구조대응능력 강화를 위한 INSARAG NAP 및 IRNAP 제도 도입 전략: 시스템 비교와 적용 가능성

Introducing National Accreditation Process and INSARAG Recognized National Accreditation Process to Korea's USAR Team: A Comparative Analysis of INSARAG Accreditation Systems

이 연구는 국제구조대뿐만 아니라 각 시도별로 구성되어 있는 특수구조단 등 잠재적인 도시탐색구조(USAR) 팀의 국제 구조역량 강화를 위해 국제탐색구조자문단(INSARAG)의 국가인정절차(NAP), 국제탐색구조자문단 국가공인인정절차(IRNAP), 국제탐색구조자문단 외부 등급분류(IEC) 시스템을 비교하고 도입 방안을 제시한다. 문헌 분석, 사례 연구, 구조 전문가 설문조사와 인터뷰를 통해 각 시스템의 장단점을 평가하였다. 연구 결과, NAP 또는 IRNAP 도입이 국제 표준 준수와 구조 역량 향상에 긍정적인 영향을 미칠 수 있음을 확인하였다. 결론적으로, 본 연구는 대한민국 구조대에 USAR팀의 국제 인증 준비를 위한 전략적 제언을 제공하며, 향후 정책 방향을 제시한다.

This study compared the NAP, IRNAP, and IEC systems of INSARAG to enhance the international rescue capabilities of Korea's USAR team. This study employed a literature review, case studies, and surveys and interviews with rescue experts to assess the strengths and weaknesses of each system. Findings indicate that adopting NAP or IRNAP could positively affect Korea's compliance with international standards and rescue efficiency. The study provides strategic recommendations for preparing Korea's USAR team for international accreditation and future policy suggestions.
