2014년 러시아의 크름반도 합병과 2022년에 시작된 러시아-우크라이나 전쟁은 전통적 군사위협의 지속과 비물리적 충돌의 확장 및 인간 심리영역에 대한 투쟁 등 새로운 전쟁방식인 인지전의 등장을 예고하였으며, NATO와 미국, 중국, 러시아 등을 중심으로 뇌과학, 신경과학과 연계한 연구가 활발하게 진행되고 있다. 인지전은 기존의 군사이론에는 없었던 새로운 개념이지만 인지영역을 전장의 제6영역으로 인정하는데 공감대가 형성되었으며, 미래전은 인지전이 주도할 것이라는데는 이견이 없는 것으로 평가된다. 따라서 인지전에 대한 연구와 대비가 시급한 실정이다. 본 연구는 인지전 대비를 위해 개념을 정립하고 작전수행개념을 제시하기 위해 작성되었다. 본 연구에서는 선행연구 검토를 통해 인지전이 대두하게 된 배경과 각국의 연구사례를 검토하고, 주요 쟁점들에 대하여 평가를 실시했다. 그리고 인지전에 대한 개념과 작전수행 개념을 정립하고 결론에서 대비방향을 제시했다. 특히, 북한의 핵과 미사일이 고도화되어 위협이 증가하는 상황에서 전쟁을 억제하고, 억제 실패시 전승과 전쟁의 조기 종결을 위해서 인지전이 가장 효과적인 수단이 될 것이다. 따라서 인지전에 대한 연구와 대비가 시급한 실정이며, 본 논문이 도움이 되길 기대한다.

Russia's annexation of the Crimea Peninsula in 2014 and the Russia-Ukraine War, which began in 2022, heralded the emergence of cognitive warfare, a new way of war such as the continuation of traditional military threats, expansion of non-kinetic conflicts, and struggle against human psychological domain, and research is actively being conducted in connection with brain science and neuroscience, focusing on NATO, the United States, China, and Russia. Although cognitive warfare is a new concept that was not present in existing military theory, there is a consensus to recognize cognitive domain as the sixth domain of the battlefield, and there is no disagreement that future war will lead. Therefore, research and preparation for cognitive warfare are urgently needed. This study was written to establish concepts and present operational performance concepts to prepare for cognitive warfare. In this study, through a review of prior research, the background of the rise of cognitive warfare and research cases in each country were reviewed, and major issues were evaluated. In addition, the concept of cognitive warfare and operation performance were established, and the plan of preparation was presented in the conclusion. In particular, in a situation where North Korea's nuclear weapons and missiles are advanced and threats are increasing, cognitive warfare will be the most effective means to deterrence the war, and win a complete war and end the war early in the event of a failure to deter it. Therefore, research and preparation for cognitive warfare are urgently needed, and we hope this paper will be helpful.
